The Governance, Strategy and Resources Board
is responsible for reviewing important policy issues, annual budget
proposals, and any plans that could significantly impact services
or budgets, as well as managing risks and performance.
The Board will also examine specific proposals
from Greater Manchester and the Council's strategic partners to
understand their effects on the Borough and the Council.
Additionally, the Board monitors and evaluates the performance of
service delivery within Oldham Council and its strategic partners,
focusing on the Corporate Plan and other strategic plans while
keeping an eye on organizational risks.
The Governance, Strategy and Resources Board
may look at the following areas to see how the Council achieves the
necessary outcomes:
- Oldham Plan
(sustainable community strategy);
- The Council’s
Corporate Plan;
- Fair Employment
Charter;
- Integrated
Commissioning Framework; and
- Pay Policy
Statement.

monitoring including performance reports
- Risk reports –

Setting
- To scrutinise the
financial performance of the Council against the approved budget
and efficiency savings identified
- To scrutinise issues
identified as requiring improvement by external assessors (with the
exception of social care matters) ensuring that there is
appropriate statutory representation of co-opted members in respect
of education matters.
- In reviewing the
performance of Council and other services, to scrutinise plans for
improvement where performance is weak and to maintain oversight
until performance improves.
- The Scrutiny Board
(Governance, Strategy and Resources) is the allocated residual
responsibility for any function not otherwise allocated to a
Scrutiny Board.
