The purpose of this report is to seek an
exemption from the contract procedure rules, as stated in 21.3(e),
in order to award a further contract to the provider of
Oldham’s Health Improvement and Weight Management Service to
ensure the continued provision of the supplementary Adult Tier 2
Weight Management Services and avoid service disruption following
the withdrawal of 2022/23 Adult Weight Management grant monies from
the Department of Health and Social Care.

The Council will contract directly with ABL Health Ltd at an
additional cost of £140,000 to provide continued provision of
additional Adult Tier 2 Weight Management Services, to cover the
period 1 July 2022 until 31 March 2023, in lieu of the withdrawn
Adult Weight Management Service grant that was withdrawn by the
DHSC in order to avoid disruption to service delivery and meet the
growing demand for adult weight management support.

To award the contract for the provision of the
School Swimming Transport Services, after going through a full
tender process. This will ensure that a safe and high-quality
transport provision is provided to children in our borough so that
they can travel from their school to the swimming pool, and visa
versa to access the school swimming provision. The contract is for
3 years from September 2022 up to July 2025, with an option to
extend for a further two years. The level of transport provision
needed is dependant on the level of school buy backs in to the
service each year.

This report follows a report of 23rd June 2022
where the COVID-19 Additional Relief Fund (CARF) scheme Phase 1
allocation was approved. This report requests approval from Cabinet
Member for Finance and Low Carbon for the proposed methodology for

grant funding in full.

The purpose of the report is to create
additional capacity in the Domestic Abuse team in order to better
meet the needs of victims of domestic abuse
and their children. The proposals particularly strengthen support
for those who are not identified as being at “high”
risk, for whom the support offer is
currently under-developed creating a risk that domestic abuse will
recur and/or escalate. The proposals also seek to strengthen the
support offer
for victims of so called honour-based violence.

created in the Domestic Abuse Team by:
• Deleting the current post of Customer Support Officer (Grade
4);
• Creating three new posts of Domestic Abuse Engagement
Officer (Grade 5), slotting in the existing Customer Support
Officer to one of these roles.
• Deleting the current post of Independent Honour based
violence specialist (Grade 7); and
• Creating an additional post of Senior Independent Domestic
Violence Adviser (Grade 8) with a specialism in so-called honour
based violence and forced marriage, slotting in the current
postholder on return from their
secondment to GMCA.

In order to increase capacity and enable the
retention of experienced workers in the targeted Early Help
district teams until 31/3/25, the report seeks approval to increase
the number of Senior Family Workers to 35 by:
• Replacing five agency Family Workers for which there is
approval to 31/12/22 with five fixed term Senior Family Workers to
31/3/25
• Extend the contracts of five Senior Family Workers on fixed
term contracts by 12 months to 31/3/25
• Deleting five posts of Family Worker (Grade 5) and replacing
these with five Senior Family Worker posts (Grade 6).

term contracts to 31/3/24 by a further 12 months to 31/3/25;
and
3. Deleting five posts of Family Worker (Grade 5) and replacing
them with five posts of Senior Family Worker (Grade 6), with the
staff in these posts slotted into the more senior roles.

This report seeks to implement one of the
priorities in the Children’s Services Demand Management
Strategy, which is developing a better co-ordinated approach to
delivering support to parents around their children’s
development. This will be achieved by appointing a Parenting
Manager (Grade 8) who will lead work to develop the
partnership’s approach to
parenting, achieving a co-ordinated approach to effective parenting
support spanning pre-birth to age 19 (24 years for children and
young people with Special Educational Needs and Disabilities) and
at different levels of the continuum need, together with a system
for assessing the quality and impact of this work. The post will be
created on a fixed term basis to 31 March 2025 as part of the
investment to support delivery of the outcomes of the Supporting
Families programme, Family Hubs programme and parenting support
offer.

the service to be part of the Family Connect service with an
associated refocusing of the level of need at which the team work
and strengthened performance and quality assurance
arrangements.

Dispute Resolution Services in Oldham are
currently
delivered by Together Trust and this contract will end
on 30 September 2022. In January 2022, DMT gave
approval to undertake a full tender exercise for this
service with a funding envelope of £25,000 per
annum.
Following a robust and transparent commissioning
and evaluation process approval is now sought to
award the contact to the highest scoring bidder from 1
October 2022. This will enable the Local Authority to
continue to fulfil its statutory responsibilities.
