22/01/2021 - Targeted Testing at Scale ref: 4145    Recommendations Approved

The purpose of the report is to gain approval to allocate financial resource to a number of areas to deliver Targeted Testing at Scale (TTaS) for a minimum of 6 weeks.
For completeness some of the finances required have already been approved but are referenced to show the spectrum of spend, in anticipation of future requests requiring approval to sustain the programme between 1st March and 31st March 2021. This has not yet been forecast or resourced and will be highly dependent on the success, footfall and financial position within the first 6 weeks – some sites may need to be stood down.
Recommendations;
•To note the progress made to mobilise this programme at pace through a Team Oldham response.
•To note the military support acquired through the Military Aid to Civilian Authorities (MACA) request and the associated costs.
•To approve the additional financial spend with Unity partnership
•To approve the financial spend for workforce
•To approve the financial spend for sites and delivery
•Understand the financing model we are undertaking with regards to draw down.

21/01/2021 - Fir Bank Primary School – Nursery extension feasibility ref: 4132    Recommendations Approved

The Oak Trust who operate Fir Bank Primary School has submitted a proposal to establish a nursery class to meet demand for pre-school places when the on-site, voluntary-run Fir Bank Playgroup closes due to the retirement of key personnel. The proposal is to establish a 30-place provision, housed in a new extension to the school building. This will extend the education offer to pupils between the ages of 3 and 11.
The proposal has received support from both the Cabinet portfolio holder for Children and Young People and the Education provision Group (21st September 2020)
It is important that a detailed feasibility exercise is undertaken in order to confirm project costs and project viability.

28/01/2021 - Construction of access road to Jardine Way (Halcyon Way Free School for Kingfisher MAT) ref: 4121    Recommendations Approved

A decision is required to authorise a budget code, so that the Council may progress with the construction of an access road to the new Free School, known as Halcyon Way (a special educational needs school) for the Kingfisher MAT. The construction of the road by the Council is in accordance with an agreement between the DfE who are building the school and Oldham Council
