Purpose:

The Oak Trust who operate Fir Bank Primary School has submitted a proposal to establish a nursery class to meet demand for pre-school places when the on-site, voluntary-run Fir Bank Playgroup closes due to the retirement of key personnel. The proposal is to establish a 30-place provision, housed in a new extension to the school building. This will extend the education offer to pupils between the ages of 3 and 11.
The proposal has received support from both the Cabinet portfolio holder for Children and Young People and the Education provision Group (21st September 2020)
It is important that a detailed feasibility exercise is undertaken in order to confirm project costs and project viability.

Decision:

RESOLVED - That:
(i) Undertake a detailed feasibility study for a nursery extension to Fir Bank Primary School up to RIBA Stage 2+ Design.
(ii) Approve the appointment of a professional team to undertake the feasibility through the Construction Impact Framework (CIF).
(iii) Allocate funding for the cost of the detailed feasibility study and surveys

Reasons for the decision:

Option 1 – Agree to undertake a detailed feasibility study for the nursery provision at Fir Bank Primary School; confirm acceptance of the appointment of a professional team to undertake the feasibility and approve funding to progress the project. By undertaking the feasibility, it will ensure the project is viable and suitable for progression.
Option 2 – Do not agree to undertake a feasibility study and appoint a professional team. Without the commissioning of the detailed feasibility, it is not possible to present Cabinet Members with the necessary cost certainty needed to allocate capital resources.
