The purpose of the report is to request
Cabinet Member approval to allocate the Department for Work and
Pensions (DWP) £2,419,369.23 Household Support Grant funding
for Oldham over the period 6 October 2021 to 31 March 2022. The
report sets out the proposed allocation of funding across several
initiatives including food support for children and young people
over the school holiday period and help with the cost of fuel and
essential items for vulnerable households.

The Listing of Assets of Community Value
process, approved in December 2013, was introduced under the
Localism Act 2011 “the Act”. A nomination for listing
the following land – Boundary Park Stadium and the
“Little Wembley” Training Grounds as an Asset of
Community Value was received by the Council from the Oldham
Athletic Supporters Foundation Limited and after consideration it
was deemed a valid application for consideration to register.
The nomination was considered by the Council against the criteria
set out in the Act (as enacted by the Assets of Community Value
Regulations 2012). The decision was made by the panel to list the
asset as the nomination met the criteria as per the ACV assessment
form (see appendix 1 – ACV assessment) and the Act.

service delivery to primary settings.

Agree the TUPE transfer date of Sport
Development to Oldham Community Leisure (OCL) as 1st November 2021
with the following additional agreements:
- The Council agree a no better or worse financial position in year
one of the transfer. This would allow a smooth transition of Sport
Development.
- The Council underwrites any redundancy cost for the first 2 years
of the transfer.
Note that following full diligence OCL are not prepared to take on
School Swimming as a secondment arrangement at this time and they
will now be retained in the council until further work is done to
look at alternative options.

efficiency but also aligns the delivery of sport and leisure in one
