The purpose of the report is to request Cabinet Member approval to allocate the Department for Work and Pensions (DWP) £2,419,369.23 Household Support Grant funding for Oldham over the period 6 October 2021 to 31 March 2022. The report sets out the proposed allocation of funding across several initiatives including food support for children and young people over the school holiday period and help with the cost of fuel and essential items for vulnerable households.

The purpose of the report is to seek approval for an exemption of contract procedure rules to enable a separate decision to extend provision of external enforcement services for 12 months from October 2021.
The request is made under the Council’s Constitution - Contract Procedure Rule 21.3 (j) – where an exemption for a particular period can be justified. The reason is due to the Government’s Covid-19 legal restrictions which prevented enforcement activity for much of the period of the pandemic and the wider impact this had on the ability to collect debts. The Council also wishes to extend the contract temporarily to enable a wider review of the effectiveness of the in -house and external use of enforcement agents to determine an optimum model which would be reflected in any future open competition for these services.

25/10/2021 - Boundary Park Stadium and the “Little Wembley” Training Grounds – Asset of Community Value listing ref: 4333    Recommendations Approved

The Listing of Assets of Community Value process, approved in December 2013, was introduced under the Localism Act 2011 “the Act”. A nomination for listing the following land – Boundary Park Stadium and the “Little Wembley” Training Grounds as an Asset of Community Value was received by the Council from the Oldham Athletic Supporters Foundation Limited and after consideration it was deemed a valid application for consideration to register.
The nomination was considered by the Council against the criteria set out in the Act (as enacted by the Assets of Community Value Regulations 2012). The decision was made by the panel to list the asset as the nomination met the criteria as per the ACV assessment form (see appendix 1 – ACV assessment) and the Act.

The Domestic Abuse Act 2021 has placed new duties on local authorities to provide support to victims of domestic abuse in safe accommodation, as well as providing that all eligible homeless victims of domestic abuse automatically have ‘priority need’ for homelessness assistance. To meet these duties, it is proposed that new posts are established and recruited to within the Housing Options service.

12/10/2021 - Update: Sport Development - TUPE to Oldham Community Leisure (OCL), Schools Swimming - Secondment to OCL ref: 4290    Recommendations Approved

Agree the TUPE transfer date of Sport Development to Oldham Community Leisure (OCL) as 1st November 2021 with the following additional agreements:
- The Council agree a no better or worse financial position in year one of the transfer. This would allow a smooth transition of Sport Development.
- The Council underwrites any redundancy cost for the first 2 years of the transfer.
Note that following full diligence OCL are not prepared to take on School Swimming as a secondment arrangement at this time and they will now be retained in the council until further work is done to look at alternative options.
