Purpose:

To seek approval to conclude the Main Works contract with Tilbury Douglas Construction (formally Interserve) for the first phase of construction (priority) works at the Old Library on Union Street.

Decision:

RESOLVED - That:
1. Subject to a construction contract sum within the financial parameters set out in this report, Tilbury Douglas Construction are appointed to undertake main contract works for the Old Library refurbishment project. The appointment will be within the financial allocation as indicated under Section 4 (Financial Implications).
2. The Borough Solicitor or his nominated representative is instructed to conclude the main works contract and associated documents with Tilbury Douglas Construction and to sign and/or affix the common seal of the Council to the main works contract and associated documents.

Reasons for the decision:

Option 1 - Do not undertake the priority works and only do absolute minimum requirements to minimise capital spend.
Option 2 (recommended) – use the capital allocation to undertake the prioritised works.
