Purpose:

Following Cabinet approvals in July 2021, this decision report seeks delegated approval for the technical support for the Spindles re-development programme and wider town centre redevelopment plans. These projects and appointments were approved by Cabinet to support t
economic recovery of the town centre, the financial savings
associated with the Council’s regeneration capital programme (Creating a Better Place), and the delivery of the benefits and outcomes supporting development of new homes and creation of new jobs.

Decision:

RESOLVED - That:
Option 2 is recommended to enable the development and delivery of Spindles and wider town centre redevelopment plans as they are key town centre projects that help act as a catalytic enabler to transformational change.

Reasons for the decision:

Option 1 - Utilise existing resources from within the
Council:
The Council could look to utilise existing staffing resources
and repurpose them to prioritise this important project.
However, this does not address the requirement for
specialist technical expertise needed for some of the
programme / property related tasks and where pockets of
existing staff could be utilised, it would impact on existing
priority programmes of work.
Option 2 – Procure external technical expertise:
The Council could procure external technical experts to
provide the knowledge, experience and capacity needed to
assist with development and delivery of the Spindles redevelopment programme and wider town centre
redevelopment plans as they are key town centre projects
that help act as a catalytic enabler to transformational
change.

Alternative options considered:

Option 1 - Utilise existing resources from within the
Council:
The Council could look to utilise existing staffing resources
and repurpose them to prioritise this important project.
However, this does not address the requirement for
specialist technical expertise needed for some of the
programme / property related tasks and where pockets of
existing staff could be utilised, it would impact on existing
priority programmes of work.
