09/11/2020 - Greater Manchester’s Clean Air Plan – Tackling Nitrogen Dioxide Exceedances at the Roadside – Signs required for a Clean Air Zone ref: 4083    Recommendations Approved

The purpose of this report is to agree that TfGM on behalf of Oldham Council and the other 9 Greater Manchester authorities seeks authorisation from the Secretary of State to use traffic signs, not detailed in the Traffic Signs Manual, that are required to be placed on the highway network to support the implementation of the GM CAZ.
This report is not seeking formal agreement of the precise location of the CAZ signage and ANPR cameras, this can only be decided once the boundary is finalised after the conclusion of the consultation.
Signage examples are shown at Appendix One, noting that the name the ‘Name of the Authority’ would be given as ‘Greater Manchester’.

09/11/2020 - Greater Manchester’s Clean Air Plan – Marking of Electric Vehicle Charging Bays ref: 4082    Recommendations Approved

TfGM are proposing a standard for GM owned assets that would enable easy identification of bays for EV vehicles and consistency across Greater Manchester. Bay with “ELECTRIC VEHICLES ONLY” in white and small green bar at the head of the bay, see Appendix One for visual representation.
TfGM are seeking approval from Oldham Council and the other 9 Greater Manchester Authorities to adopt this standard for EV bays for GM owned assets. This approval is not looking to alter the size of existing bays and where a build out is required between 2 bays to place the charging point an additional bay will be required, as advised at the design stage.

09/09/2020 - Registration of Gemini House on to STAR’s Flexible Procurement System (FPS) for Rochdale. ref: 4081    Recommendations Approved

The service which Gemini House provides is essential to ensuring, wherever possible and appropriate, children with disabilities remain at home by supporting both the children and parents at the edge of care. It also performs an integral function for those children with disabilities which are looked after, as it provides relief and support which has a stabilising effect on placements.
Rochdale Council currently purchase overnight short breaks for some of their disabled children from Gemini House in Oldham – this is currently a spot purchase arrangement, however, originally this was funded on a 50-50 basis between the two authorities.
Rochdale Commissioning have made partners including Oldham aware that they will be inviting Short Breaks providers to apply to become a part of the Flexible Procurement System Framework (FPS). Tenders will be submitted for consideration via the Chest

To complete the application to become a member of the Flexible Procurement System which will allow Rochdale to continue to procure beds from Gemini House. Completing this process will allow Oldham to commence offering services and bid for contracts with the following GM authorities; Tameside, Trafford, Stockport and Rochdale. The Startwell Commissioning Team will work collaboratively with the Short Breaks Service to complete this work.
As part of the application to be added to the FPS, we will work closely with the service area and finance colleagues to review the figures to ensure costs are realistic and reflect all associated costs of support and provision.

02/11/2020 - Proposed Prohibition of Stopping Order (Bus Stop Clearways) - GD3 Bus Stop Upgrades, Oldham ref: 4080    Recommendations Approved

The purpose of this report is to consider the introduction of a Prohibition of Stopping Order (Bus Stop Clearways) at locations on Middleton Road, Chadderton, Ashton Road East, Lord Lane, Ashton Road West, and Hulmes Road, Failsworth, and High Street, Shaw to install Clearways for bus stops to prevent obstructive parking taking place. These measures are part of the Growth Deal 3 funded scheme to upgrade various bus stops to current accessibility standards as identified by TfGM.

26/10/2020 - Greater Manchester’s Clean Air Plan – Tackling Nitrogen Dioxide Exceedances at the Roadside – Contract arrangements for the Greater Manchester Clean Air Plan retrofit grant platform ref: 4076    Recommendations Approved

The purpose of this report is to summarise a procurement that has been undertaken to provide the system/services tendered for in the Greater Manchester Clean Air Plan retrofit grant platform to seek approval for TfGM to award a contract in accordance with TfGM’s existing Constitutional arrangements utilising the initial tranche of £36m of funding from Government to deliver the CAZ and other GM CAP measures.
It is anticipated that the volume of applications for the Clean Air Grant Retrofit (Bus, Coach, Taxi and HGV) and Clean Bus Replacement Funding will be 960+ bus retrofit applications, 520+ bus replacement applications and 270 retrofit applications for other coaches, taxis and HGVs.
