To invest £80000 to progress work to apply digital technology to improve the Children's and Early Years service.
OMBC Children and Early Years are under significant pressure. Increasing demand and net reductions in budgets are causing a perfect storm in operating conditions that are affecting the life chances of young people in the Borough.
This business case seeks funding to automate tasks are currently administratively intense to free up resources to undertake higher value activity in helping to address the growing demands.

RESOLVED - That:
£80000 will be released from the ICT Business Systems capital fund and allocate resource from the service to work on creating digital processes.

The purpose of this report is to seek approval to make a Public Spaces Protection Order pursuant to powers contained in Sections 59 to 65 of the Anti-Social Behaviour, Crime and Policing Act 2014. The proposed terms of the Order are the installation of gates on the highway, as detailed on the map in Schedule 1 and the imposition of restrictions upon other behaviours within the gated area, as detailed in Schedule 2.

RESOLVED - That the installation of alley gates in the alleyway that runs to the rear of 12-30 Copster Hill Road in a SW direction for 34m and is 4m wide. Then runs in an E direction for 12m and is 4m wide and then back in a SW direction behind 18-30 Copster Hill Road for 32m and is 4m wide.

To approve appointment of consultants ELG Heritage to undertake an Oldham Mills Strategy.

RESOLVED - That:
To approve the appointment of ELG Heritage to prepare an Oldham Mills Strategy.

The purpose of this report is to consider the introduction of Road Safety Measures in the form of a Traffic Calming Scheme along Derker Street, Arnold Street, London Road, Barry Street and Prince Charlie Street in Oldham (St James Ward).

RESOLVED - That:
a Traffic Calming Scheme is introduced along sections of Derker Street, Arnold Street, London Road, Barry Street and Prince Charlie Street comprising of a series of vertical deflections (in the form of Speed Cushions, Road Hump and Speed Table) and improvements to the existing mini-roundabout including improvements for non-motorised users where appropriate.
Waiting restrictions are also proposed at the junctions of Derker Street / Yates Street and Stoneleigh Street / Prince Charlie Street to improve visibility for vehicles exiting from the side road junctions.

To secure additional funding for places for Blue Coat School, Oasis Academy and Oldham Academy North.

RESOLVED - That: Additional funding for school places be approved.

The purpose of the report is to seek approval to award a Business Improvement Grant in Shaw District Centre.

RESOLVED - Approve a Business Improvement Grant award as follows:
•£2,924.99 to “Sports Physio (Shaw) Ltd in respect of 41b Market Street, Shaw

The purpose of the report is to seek approval for the Council to enter into a range of lease agreements with Private Landlords to support and enhance the provision of more Temporary Accommodation (‘TA’) properties as outlined in the Council’s recently adopted Housing Strategy.

RESOLVED - That:
It is recommended that the Council:
• proceed to enter into up to 50 lease agreements with private landlords commencing with the initial cohort highlighted in Appendix one (and any pending properties not detailed within this report considered necessary to meet the Council’s
requirements), subject to the agreement of the clauses set out in the Council’s draft lease agreement (OMBC Draft Lease) in Appendix two.
• authorises the report author and/or his/their nominee in consultation with legal and finance officers, and the Director of Economy to negotiate terms to facilitate the recommendations
• authorise the Director of Legal Services or his nominated representatives to sign and/or affix the Common Seal of the Council to all contractual documentation and associated or ancillary documentation referred to above and/or required to give effect to the above authorisations, delegations and recommendations in this report.

The reason for this decision is to adopt changes, which have occurred to designated Sites of Biological Importance (SBIs) within the borough and to note the SBI Review – 2017, Oldham District Synopsis’ report.

RESOLVED - That:
To adopt the changes to the SBIs listed in Table 1. The advantage of this option is that the changes to SBIs will be subject to the principles set out in National Planning Policy Framework (NPPF) to avoid, mitigate and as a last resort compensate any harm. There are no disadvantages to this option. If development was proposed it would be expected to comply with NPPF and Local Plan policies.

This report seeks delegated approval of:
•The cost of resurfacing Denton Lane
•The approval of the appointment of the contractor for the works.
The work forms part of the Highway Investment Programme

RESOLVED - That:
the delegated approval for these works is accepted and that the contract for the works is awarded to Kier Group plc
