0-19 Service Tenon Contract

The purpose of this report is to request approval
to modify the contract which is in place with
Tenon FM Limited for the provision of cleaning
services linked to the 0-19 Years Children’s’
services to extend the term of the same by 3
months, within which time a structure for bringing
the cleaning services in house will be
operational; arrangements are in preparation for
a 1st July 2023 transfer date.
As approved by Cabinet on 22 March 2020, on 1
April 2022 the 0-19 Years Children’s Services
(formally Right Start Service) funded by Oldham
Public Health, moved from a commissioned
service delivered though Bridgewater
Community Healthcare NHS Foundation Trust,
to a section 75 partnership delivery model
between Oldham Council and Northern Care
Alliance.

Consultation process

A thorough value for money exercise led by procurement will seek to consolidate and assess the suitability of moving to an in-house provision to become more effective and efficient. Consideration also needs to be given to any potential TUPE requirements for existing staff working within the contract The time required to complete the exercise does not align with the end of the contract therefore a request for an extension is being made.
