24/05/2021 - Medicines Optimisation and Pharmacy Needs Assessment Contract Award, 2021-23 ref: 4202    Recommendations Approved

The purpose of the report is to request approval for an exemption under Rule 21.3 (c) of the contract procedure rule document (requirement to obtain three written quotations) and issue to a specialist. To award a contract to NHS Oldham Clinical Commissioning Group on behalf of Greater Manchester Joint Commissioning team to provide Medicines Optimisation support and undertake a Pharmacy Needs Assessment for the Oldham Health and Wellbeing Board.
Oldham is required by legislation to undertake and publishe a Pharmacy Needs Assessment (PNA).

Oldham Council awards the contract to NHS Oldham Clinical Commissioning Group on behalf of the Medicines Optimisation Team of the GM Joint Commissioning Team to provide medicines optimisation support including undertaking the interim supplementary statement and Pharmacy Needs Assessment on behalf of the Oldham Health and Wellbeing Board.

02/06/2021 - Signalisation of the Lees Road/Breeze Hill Road/ Wellyhole Street junction with associated improvements and crossing facilities as set out in a planning condition as part of the approval of PA/342585/18 – Erection of new secondary school (Oasis Leesb ref: 4203    Recommendations Approved

The above works have been designed by the Unity Partnership Highways Team. The works will be delivered by the Council’s Highways Operations Team and will exceed £250,000. The highway works are the subject of a S278 agreement between Oldham Council and the Department for Education (DfE), due to be signed imminently, and will be fully funded by the DfE, half the costs when the agreement is signed and half on completion of the works, so in the interim period the costs will be incurred by the Council.

Enter into the legal agreement with the DfE, receive half of the scheme funding on doing so, deliver the highway scheme over the summer months of 2021 and incur costs up to completion of the scheme, whereby the remaining costs will be claimed back from the DfE. This option fulfils the planning condition outlined above as part of the original planning approval.
