This report seeks delegated approval of:
•The cost of resurfacing Dowry Street, Fitton Hill Road, Falmouth Street, Kent Street

RESOLVED - That:
the delegated approval for these works is accepted and that the contract for the works are awarded to J Hopkins Contractors Ltd

Currently the SEND Team employs 4 agency plan writers. Using this funding, the proposal is for the SEND service to offer 1-year fixed term positions at Grade 6 to replace this agency staffing.
The approval of 6 x fixed term posts (1x SEND Officer per collaborative) at this grade would create a saving.
The existing agency staff will be required until the start date of any new posts to ensure business continuity.
These will be fixed term contracts for one year only to clear the current annual review backlog, with a forward plan that schools, settings and other lead professionals will support. The LA Officer’s will continue to attend the CLA and transition reviews where LA attendance is statutory. There will be less of an impact on the SEND Team in the following year. Additionally, there are plans to test the digitisation of forms to apply for EHCP to create a leaner system at the front and back end of EHCP processes.

RESOLVED - That: Agree the approval of 6 x fixed term SEND Officer posts

To approve the allocation of £14,524.51 Section 106 resources from DB412 - Land at Scouthead Filling Station (PA/341184) to Environmental Services to fund successional bulb planting on A62 Oldham Road verges between Doctor Lane and Wall Hill Road.

RESOLVED - That: the allocation f £14,524.51Section 106 resources from DB412 - Land at Scouthead Filling Station (PA/341184) to Environmental Services to fund successional bulb planting on A62 Oldham Road verges between Doctor Lane and Wall Hill Road is approved.

To approve the ICT Cabling and ICT works in the Metropolitan Place project to enable 228 Social Work staff from Southlink Units 7-13 to all 5 floors of Metropolitan Place.
The value of the work is £56,603.61 and relates to the ICT materials and implementation costs for the proposed move in October and November 2019

The purpose of this report is to seek approval for the introduction of school safety zones on Rochdale Road and Grampian Way / Duchess Street, which were a condition of the planning permission for the extension of Crompton House School. The proposals are intended to improve road safety for pupils when arriving and leaving Crompton House School by providing a safe place to cross and reducing the speed of vehicles, thereby reducing the risk of accidents.

RESOLVED - That:
school safety zones are introduced. The following measures have been identified to satisfy planning conditions associated with the extension of Crompton House School (part demolition of the existing school and construction of new school blocks, single storey extension and three storey teaching block).

The purpose of this report is to seek approval to award grant funding from the Councils Priority Programme Fund to Citizens Advice Oldham for the period 1st July 2019 to 31st March 2020 for the delivery of legal and advice services.

RESOLVED - That the recommendation of £195,000 be awarded to Citizens Advice Oldham for the period 1st July 2019 to 31st March 2020.

The purpose of this report is to consider the introduction of a Restriction of Waiting Order (single yellow line) on Princess Street, Lees to alleviate obstructive parking problems

RESOLVED - That:
a restriction of waiting be introduced on Princess Street, Lees, in accordance with the schedule and plan at the end of this report

The purpose of this report is to consider revisions to the existing parking, waiting and loading restrictions on Rock Street, Oldham to aid the flow of traffic along the route and reduce congestion at the junction of Rock Street and Lord Street

RESOLVED - That:
the existing Loading Bay and Disabled Parking bays are removed and new restrictions allowing for extra Disabled Parking bays and new No Waiting/Loading at any time are introduced. The proposed restrictions are detailed in the schedules at the end of this report

To seek approval for awarding of the 12 month extension option within the contract for the Erection, Maintenance and Dismantling of The Festive Illumination Displays for Oldham Council and Rochdale Borough Council.

RESOLVED - That:
Option 1 (below) be approved to award the optional 1-year extension to Christmas Plus Limited who have provided a high quality service and shown a real commitment to both Oldham and Rochdale Councils community and environment.
