RESOLVED - That:
Construction works to Middleton Road Bridge, an overbridge on the A627 Oldham Way bypass are currently underway. The location of King Street Footbridge is within the scheme extents of the Middleton Road Bridge scheme.
For the procurement of the works to King Street Footbridge – Phase 1 Refurbishment, an exemption is requested under clause 21.3 (h) of the contract procedure rules document. The grounds for requesting this exemption are:
•The execution of the Works are required in circumstances of extreme urgency where immediate repairs are required to the structure damaged by vandalism;
•This option reduces staff time and associated costs and ensures delivery of the Works to make the structure safe in the short-term;
•Reduces delivery costs on preliminaries by approaching the Middleton Road Bridge Contactor (Eric Wright Civil Engineering Ltd) directly and making use of the Middleton Road Bridge scheme site compound and welfare facilities;
•Reduces delays and costs to the Middleton Road Bridge scheme by approaching Eric Wright Civil Engineering Ltd to programme the Works to not impact on the Middleton Road Bridge scheme;
•Reduces delivery costs of awarding Works to two different contractors. Eric Wright Civil Engineering Ltd would charge for an overhead cost to manage another Contractor within the scheme extents of Middleton Road Bridge;
Reduces delay in construction of the Works by up to 8 months by eliminating the need to wait for the completion of the Middleton Road Bridge scheme.
