RESOLVED – That the minutes of the Failsworth and Hollinwood District Executive held on 19th January 2017 be approved.

Superintendent Danny Inglis and the Local policing team were in attendance to discuss the District Executive meeting Police report.

Members were advised that reports of Anti-Social Behaviour were down in Failsworth East and West but up slightly in Hollinwood and Limeside.

Violent crime was slightly up in Failsworth East and Limeside and this attributable to changes to the recording of crime statics and HMIC data standards which provided accurate recording.

It was further reported that following a car-jacking at a local supermarket, the perpetrator had been given a 3 year sentence by the courts.

Members noted the update and asked questions/made observations in relation to:

·       The use of CCTV, location and set up

·       Different types of policing, information in relation to different crimes, protection and information for the public including Action Fraud

·       Presentation of the District Executive Police report and its contents

·       Police resources

·       PCSO powers and resources

·       Changes in policing/crime over the years

 

RESOLVED – That:

1.     The District Executive Meeting police report be noted.

2.     Further to the letter sent from the District Executive regarding further PCSO powers to the Chief Constable, the matter is followed up for a response.

3.     A meeting between members of the District Executive and the Local Policing Team takes place to discuss the format of the Police report and future reporting to the meeting.

 

Citizens Advice Bureau

Members gave consideration of an update provided by the Citizens Advice Bureau.

It was noted that the total number of residents helped in the last 12 months was 771. Debt rescheduled totals were £213,889 and additional income generated through eligible benefits was £210,117.

 

RESOLVED – That the update be noted.

Failsworth & Hollinwood Budget Report pdf icon PDF 121 KB

Minutes:

 

Report received which provided information on the Failsworth and Hollinwood District Executive budgets and the budgets aligned for the 2016/17 municipal year.

Consideration was given to the Failsworth East scheme/projects, Failsworth West schemes/projects and Hollinwood schemes/projects.

A request was made by a Failsworth West Councillor for Failsworth West Councillors to consider installing children’s play equipment at the Lower Memorial Park by combining individual budgets. It was agreed that the requesting Member provided quotes and costs for consideration by the other ward members.

It was noted that S.106 monies would be available to spend on the Lower Memorial Park in the next municipal year.

 

RESOLVED – That:

  1. Failsworth East Schemes/Projects - Alley gating scheme incorporating Joseph Street/Cooke Street/Rutland Street £4200 be agreed. Medlock Road Parking Restrictions £2000 was withdrawn. To be allocated: £4000 from Capital and £2200 to be split between the Failsworth East Councillors.
  2. Failsworth West Schemes/Projects, £10,000 to be allocated to Failsworth West for Highway Improvements from the Capital funding stream and £3359.34 to be allocated for the Lower Memorial Park Toilets from the Revenue Funding Stream be agreed.
  3. Hollinwood Schemes/Projects- Holinwood to spilt remaining budget capital and revenue for environmental and highways works be agreed.
  4. Councillor Budget - Councillors were advised to allocated their remaining budget by 31st March 2017

RESOLVED – That the next meeting of the Failsworth and Hollinwood District Executive would take place on 15th June 2017 at 7pm.
