Apologies for absence were received from Councillors Ames and Fielding.

Urgent Business

Urgent business, if any, introduced by the Chair

Minutes:

An item of Urgent Business was introduced by the Chair of the Committee.

 

It was MOVED by Councillor Garry and SECONDED by Councillor Stretton that submission of public questions for Failsworth and Hollinwood District Executive had to include the questioner’s name and address to ensure that they were valid questions for the District to consider.

 

RESOLVED that submission of public questions for Failsworth and Hollinwood District Executive include the questioner’s name and address.

Declarations of Interest

To Receive Declarations of Interest in any Contract or matter to be discussed at the meeting.

Councillor Garry declared a personal interest on Item 6 – Partner Updates, by virtue of her spouse’s employment with Greater Manchester Police.

To receive Questions from the Public, in accordance with the Council’s Constitution.

A public question was received by Mr. John Windsor on 26th July 2016 via e mail:

 

“Dear Sirs

 

Please can I have a question read out at the next Failsworth and Hollinwood district meeting.

 

My question is posed to local Labour councillors:

 

In your recent magazine/ correspondence timed to be delivered in and around election time earlier this year you quite rightly highlighted the excellent work regarding some much needed investment finally being put into Failsworth's roads. I thank you for this.

 

However you promised that it "would not stop here". You promised much further investment.

 

However I have not seen any road investment in Failsworth this year.

 

Can you advise what you meant by "it would not stop here" bearing in mind that it does indeed seemed to have stopped, and can you assure me that investment is to continue, as the job is far from done in Failsworth.

RESOLVED that the minutes of the Failsworth and Hollinwood District Executive meeting held on 21st July 2016 be approved as a correct record.

Consideration was given to a report of the Local Policing Team which outlined the statistics concerning criminal activity and anti-social behaviour in Failsworth and Hollinwood. A representative of the Greater Manchester Police (GMP) – Oldham Division attended the meeting to present the report. The District Executive was informed that, overall, the three wards had performed better than the rest of the Borough.

 

Concerns were raised by Elected Members with regards to a recent crime episode in Failsworth and the need to improve communication and partnership working between Councillors and the local Police. The current allocation of policing resources in Failsworth and Hollinwood was also discussed. It was highlighted that there was a low number of Police Officers and Police Community Support Officers (PCSOs) in the area and how this could affect local policing duties and priorities.

 

It was agreed that the Chief Superintendent Tameside, Oldham and Stockport Division would be invited to attend a future meeting of the Failsworth and Hollinwood District Executive to discuss the distribution of local policing resources in the Borough.

 

Elected Members sought and received clarification/made a comment on the following points:

     The community engagement event “A Day with the Police” had been very educational and informative.

     The alert was raised about winter approaching and cyclists riding on pavements without positioning lights.

     Number of warning letters that had been sent last year to the parents of young people involved in ASB – It was explained that the figures were already available at the District Team’s office.

     It was very useful for residents to receive information on ASB and crime figures at Failsworth Homewatch meetings.

 

The District Executive also noted the content of the following reports:

     Community Development Officer Update

     Highways and Engineering Service Update

     Community Safety Officer Update

 

RESOLVED that:

1.    The content of the Police report be noted.

2.    The Chief Superintendent Tameside, Oldham and Stockport Division be invited to attend a future Failsworth and Hollinwood District Executive meeting to discuss the distribution of policing resources in the Borough.

3.    The content of the Citizens Advice Bureau Performance report be noted.

4.    The content of the Community Development Officer Update be noted.

5.    The Highways and Engineering Service Update be noted.

6.    The Community Safety Officer Update be noted.

 

 

7.

Failsworth & Hollinwood Budget Report pdf icon PDF 111 KB

Minutes:

The District Executive gave consideration to a report of the Faillsworth and Hollinwood District Coordinator which advised on current budget commitments and spending in respect of Members’ Individual budgets and the District Executive Budget for 2016/17.

 

Following a residents meeting and the request to introduce waiting restrictions on Stanfields Road, Members agreed in principle to allocate £6,000 from the Failstworth East Capital Budget to remove the chicanes from Stanfield Road.

 

RESOLVED that:

1.    The content of the Failsworth and Hollinwood budget report be noted.

2.    The funding allocated and the current spend to date for the Failsworth and Hollinwood District Executive for the municipal year 2016/17 be noted.

3.    The allocation of £6,000 (from Failsworth East Capital Budget) to remove the chicanes in Stanfield Rd. be agreed in principle.

Petitions

This is a standing item regarding petitions submitted by members of the public, relating to the Failsworth and Hollinwood area, for consideration of the District Executive, in accordance with Oldham Metropolitan Borough Council’s Petition Protocol.

 

No new petitions have been received.
