Approval to accept the Grant Funding Agreement of £45,000 for the North Oldham Cluster – Broadbent Moss Spine Road and Metrolink Crossing from the GMCA Growth Locations Revenue Funding

The purpose of the report is to seek approval to accept The Grant Funding Agreement of £45,000 from the Greater Manchester Combined Authority (GMCA) Growth Locations Funding. The acceptance of the grant will allow for a SOBC for the creation of a Spine Road across the Broadbent Moss allocation.

The purpose of the Grant is to develop a SOBC for the creation of a spine road across the Broadbent Moss allocation, including a crossing of the Metrolink line (including a connection into new Cop Road Metrolink Park & Ride stop) and earth works/ structures to achieve suitable gradient of Spine Road. The Spine Road is a key policy requirement of the development of the Broadbent Moss allocation and is necessary to provide suitable access to the new Metrolink P&R stop and provide an east-west highway connection for the wider area. The SOBC will identify any funding gaps associated with the development of the wider allocation and inform suitable funding bids and delivery arrangements.
