former school caretaker and his wife (the Tenant) from the council
owned property known as No.1 School Lane, Failsworth, which is
located at the entrance to the Kaskenmoor site, to a new home to be
built in a better position on the same Kaskenmoor site, on the
terms set out in the Further Information section of the
report.
