Implementation of a Residential Parking Permit Scheme – Sandringham Park Area

We the undersigned petition the council to I am writing to you on behalf of the residents of the Sandringham Park area to formally request that Oldham Council conducts a feasibility study and consultation regarding the implementation of a Residential Parking Permit Scheme. Our neighbourhood has seen a significant and sustained increase in non-resident parking, which has reached a level that is no longer sustainable for the community. The specific roads we are requesting to be included in this scheme are: • Underhill Road, Downhill Close, Overdale Close, Shadowbrook Close, Woolmore Avenue, Hansby Close and Penwell Fold. Statement of Reasons The residents of these streets are experiencing the following issues on a daily basis: 1. Displaced Parking: Due to the proximity to the Royal Oldham Hospital, these residential streets are being used as free long-stay parking for non-residents. 2. Safety and Access: High levels of congestion are restricting access for emergency service vehicles and refuse collection trucks.

Furthermore, pavement parking is becoming frequent, creating hazards for pedestrians and those with limited mobility.
3. Resident Hardship: Many residents, including the elderly and those with young children, are frequently unable to park within a reasonable distance of their own homes, leading to significant personal inconvenience and safety concerns.
4. Road Safety and Visibility: We are seeing a dangerous increase in "junction parking" and parking on corners, particularly at the intersections of Underhill Road and Woolmore Avenue. This has severely restricted sight lines for both drivers and pedestrians. Residents exiting Shadowbrook Close, Woolmore Avenue, Downhill Close, and Hansby Close have reported several "near misses" because they cannot see oncoming traffic past illegally or inconsiderately parked vehicles. This is a significant accident risk that a formal permit scheme and its associated road markings would help mitigate

Initial informal discussions with neighbours across these seven roads indicate a high level of support for a Controlled Parking Zone (CPZ). We understand that the implementation of such a scheme requires a formal consultation process and a majority consensus from the affected households.
We would welcome the opportunity to meet with a representative from the Traffic Management department or a Civil Enforcement Officer to walk the area and discuss the specific pressure points.
