To seek approval to relocate by agreement a former school caretaker and his wife (the Tenant) from the council owned property known as No.1 School Lane, Failsworth, which is located at the entrance to the Kaskenmoor site, to a new home to be built in a better position on the same Kaskenmoor site, on the terms set out in the Further Information section of the report.

RESOLVED - That:
to relocate by agreement the former school caretaker from the council owned property known as no.1 School Lane, Failsworth, to a new home to be built on the Kaskenmoor site, on the terms set out in the Further Information section of the report.

Seeks approval to administer the Council Tax Energy Rebate as set out in the 2022/23 Revenue Budget Report (approved on 2 March 2022) and to agree a local Council Tax Energy Rebate Discretionary Scheme.

RESOLVED - That:
The Deputy Leader and Cabinet Member for Finance and Low Carbon approves:
•The proposals in the report setting out the operation of the Council Tax Energy Rebate scheme
•The Discretionary Council Tax Energy Rebate scheme

The report seeks to provide grant funding to grow the capacity of voluntary, faith and community groups in Oldham to support children
and young people, including through social prescribing.

RESOLVED - That: Grant funding of £60k per year for three years be agreed, to be administered through the One Oldham Fund by Action Together

To extend the Social Prescribing Innovation Partnership contract which ends on 31st March 2022 for 1 year until 31st March 2023 with expansion to develop an offer for children. The report requests one year extension as allowed within the provision of the current contractual terms. The report also requests delegated authority to the Deputy Chief Executive or an Executive Director to extend this contract by the remaining two one-year extensions available within the contract should funding be identified to do so. In addition, the report seeks to secure resource to implement the recommendations of the Thriving Communities evaluation until March 2025. This will be at a total cost of £765,023.

RESOLVED - That:
The proposals outlined in the report are agreed; the Social Prescribing Innovation Partnership contract is extended for 1 year, including provision of children’s social prescribing for this 1 year period as part of the innovation partnership contract; delegated authority is given to the Deputy Chief Executive or an Executive Director to extend this contract by the remaining two one-year extensions available within the contract should funding be identified to do so; programme resource is secured to lead the implementation of the evaluation recommendations until March 2025. This will be at a total cost of £765,023.

To approve the procurement exemption for a Direct Award contract to Post Office Ltd for the provision of a cash voucher service to award Council Tax Energy Rebate to residents who do not pay their Council Tax by Direct Debit. This is for an initial period of 12 months during which time a wider procurement exercise will be carried out after a period of 6 months if there is a need to extend the contract e.g., if the Government announce a second round of the initiative.
The Direct Award exemption is sought on the basis that there is an immediate need to issue cash payments to residents as quickly as possible given the recent announcement by the Government of the Council Tax Energy Rebate.

RESOLVED - That a Direct Award be given to Post Office Ltd. This approach will ensure that a cash payment mechanism can be in place quickly
