The Council’s Waste Management Service
(“WMS”) is seeking request to award a ‘call off
contract’ to the most economically advantageous tender based
on Quality, Social Value and Price following a further competition
exercise on the ESPO Procurement Framework for the purchase of
standard domestic wheeled bins in line with the approved ’

Which confirms the intended strategy including the plan to propose
a further competition award for standard domestic bins, via ESPO
Framework providers. This has been completed and assessed 50% upon
Quality responses including supply lead times, 40% on price, with
10% on Social Value.

To help address the backlog of planning
applications and pre-application advice responses in the Planning
Service caused by temporary vacancies / absences in the Service and
increased numbers of applications received.
Part A: A request for an exemption to the requirement to follow
rule 4 of the Contract Procedure Rules is made under rule 21 of the
council’s Contract Procedure Rules. This will allow a direct
award of a contract extension to a contractor to supply two
consultants to be considered under Part B of this report, in order
to provide urgent support in processing
planning applications within the Development Management team.

commissioning activity will be by way of a Request for Quotation
(RFQ) process undertaken via the North West Portal “The
Chest”. Quotes will be requested for a 1 year contract with
an option to extend for a further year.
This programme will offer a reduction in cost from the current cost
as the number of providers in scope to receive support has reduced
due to the Ofsted inspection cycle, which is now every 6 years. The
new commission will help to ensure that Oldham’s non-domestic
childcare providers continue to deliver high quality early years
education, which is essential to the childcare expansion programme,
to ensure there are enough childcare places in Oldham.

Gallery Oldham has been successful in a
funding bid to Art Fund for £46k. Their
‘Reimagine’ funding stream is designed to support
organisations to develop or refresh their core activities. The
funding will provide match funding and enable added value to a
planned redisplay of the Oldham Stories exhibition by appointing an
external exhibition design company. A previous DDR was approved on
29 October by Cllr Dean and Emma Barton to accept this grant
funding and progress this work.
Following a procurement exercise to appoint an exhibition design
company the successful applicant is The Creative Core. The value of
the contract is £68,650k
This company will undertake the designs, supply and fit out for the
new exhibition at Gallery Oldham. This permanent exhibition of
Gallery Oldham’s natural history collections will respond to
public consultation sessions and will reflect the new offer
developed within exhibition spaces in the Old Library.

promotion initiative, an additional targeted service offering
tailored oral health promotion is required to support residents at
highest risk of poor oral health. Public Health are seeking to
further investment in this area and redesign the previous service
scope to maximize benefit to residents in Oldham with greatest oral
health need. This additional investment and evidence-based redesign
is expected to contribute to a reduction in health inequalities.
This provision will be commissioned through a competitive
process.

The purpose of this report is to seek approval
to recruit a temporary, fixed-term Senior Complaints Officer via
the Council’s agency staffing contract (Reed) for a six-month
period. The role will be contracted for 2.5 days per week (18.32
hours) to provide additional capacity in response to increasing
demand within the Complaints Team in Children’s Social Care
and school contract SLA delivery. Details on how this time will be
managed are outlined within the report. Between January and March
2025, the service received 45 complaints and 16 representations,
compared to 23 complaints and 32 representations during the same
period in 2024. This reflects a marked increase in formal
complaints, many of which are complex and require statutory
investigation. This represents a 96% increase in complaints and an
11% overall increase in total casework. This shift in both volume
and case type has placed increased pressure on the team’s
capacity to meet statutory timescales and maintain quality. The
immediate additional support will help ensure that complaints are
managed effectively, statutory deadlines are met, and complainants,
particularly children, young people, and families, receive timely
and appropriate responses. Failure to act will likely result in
further breaches of statutory timescales, increased risk of
escalation to the Ombudsman, reputational damage to the Council,
and reduced confidence from both residents and school
partners.

To allocate grant funding to First Choice
Homes Oldham for the purpose of enabling the asset transfer of the
St Mary’s heat network to OIdham’s procured Green New
Deal Partner once the tender is complete, as part of the GMCA Local
Net Zero Accelerator programme of which the Council is a grant
recipient. FCHO will be reimbursed expenses of up to £100K
for legal and financial advice they must procure in order to inform
an FCHO Board decision on the best way to transfer the
asset.

On the 4th of March 2025, the council received
confirmation of £376,200 funding from GMCA, enabling the ABEN
Service to extend its reach until the 31st of March 2026,
encompassing an additional four bed spaces.
The most recent contract in place for the provision of the ABEN
Service expired on 31st of March 2025, and there was insufficient
time after the GMCA grant notification to seek approval to modify
the term of the contract and implement any agreed variations prior
to the contract’s expiry.

UK for the provision of ABEN Service from 1st of April 2025 to 31st
March 2026 at a value of £245,000 (this includes a
£15,000 uplift for National Insurance and Real Living Wage
increases).
(b) an underlease of the building at 10 Sharples Hall Street and
any other necessary units to DePaul UK from 31st of March 2025 to
28th of February 2026, aligning with the council head lease's
expiration on 5th of April 2026.
(c) the augmentation of the scope of the recently expired contract
by incorporating four more bed spaces into the specification for
the proposed contract, elevating the total ABEN spaces to 33. This
expansion demonstrates the commitment to supporting the Councils
commitment to ending rough sleeping and enhancing accommodation
options for those in need.
