Part B
Subject to the approval of the requested exemption under Part A,

To directly appoint and to enter into a contract with Walker Fire (UK) Ltd. for a period of 12 months for Provision for Supply, Testing, Inspection & Repair of Fire Extinguishing Installations & Equipment on Council assets with a maximum contract value of £150,000 including VAT.
2.
Approve the budget required for the proposed 12-month period

Approve the appointment of Walker Fire (UK) Ltd. and authorise the completion of necessary contract documentation, so that the Council can enter into a Contract with Walker Fire (UK) Ltd. for the proposed Contract.

Approve the appointment of Guardian Technical Maintenance Ltd. and authorise the completion of necessary contract documentation, so that the Council can enter into a Contract with Guardian Technical Maintenance Ltd. for the proposed Contract.

Approve the appointment of E.On Control Solutions Ltd. and authorise the completion of necessary contract documentation, so that the Council can enter into a Contract with E.On Control Solutions Ltd. for the proposed Contract.
4.
Delegate authority to the Borough Solicitor to carry out all necessary legal formalities.

The Highway Regulation Committee considered a report on several objections received to the proposed extension of the existing Prohibition of Waiting restrictions on Gloucester Street North / Radnor Street, Werneth. A report recommending the extension of the existing Prohibition of Waiting on Gloucester Street North / Radnor Street, Werneth, was approved under delegated powers on 18 June 2024. The proposal was subsequently advertised, four objections were received.
A copy of the approved report was attached in Appendix A and copies of the objections were attached in Appendix B.

RESOLVED - That:
in accordance with the recommendation of the Highways Regulation Committee of 19 June 2025, that the objection be dismissed, and the original proposal (as advertised) be introduced as detailed in the drawing and plan in the Highway Regulation Committee Report approved under delegated powers on 19 June 2025

Through a section 75 partnership agreement, approved at cabinet, the NHS NCA jointly deliver Oldham’s Integrated Children’s and Families service for the provision of Health Visiting, School Nursing and the specialist targeted team for vulnerable families. As part of this agreement, the Local Authority is responsible for the investment into IT equipment for staff including the provision of laptops.

To consider the introduction of waiting restrictions on Denshaw Road and Lodge Lane, Delph.

Permission is being sought to commission an external organisation to fulfil the specialist role of supporting schools to review and analyse data at key points across the primary phases, Early Years Foundation Stage Profile (EYFSP) and Key Stage 1 (KS1). This will include the facilitation of moderation activities to ensure consistency and accuracy in teacher assessment judgements across Oldham. In addition, the provider will deliver training and support to schools, focusing on key priorities identified through the 2025 national data submissions.

RESOLVED - That:
To seek approval to commission an external organisation with the skills, knowledge and experience through an open quotation process to fulfil the specialist role to review and analyse data at key points throughout primary phases and provide moderation and training focused on key priorities to improve outcomes for children throughout their primary education for 1 year, but with the ability to extend the commission for a further year.

A decision is being sought to request approval for an exemption under Rule 21 of the Contract Procedure Rules (CPRs) to waive the requirement under Rule 4 of the CPRs to obtain 3 quotes. Subject to approval of the exemption, authority is then needed for the required budget and for a direct contract award to the Kingfisher Learning Trust to deliver training, support and coaching for the Better Communication Team.

RESOLVED - That:
1. This report seeks firstly seeks an approval under Rule 21 of the CPRs for an exemption to the requirement under Rule 4 to obtain 3 quotes for the required specialist coaching and training to improve outcomes for children in Oldham in speech, language and communication (“Services”). Subject to the approval of the exemption, approval is then needed for the budget and for from the Contract Procedure Rules to enable a direct contract award to be made to the Kingfisher Learning Trust for their specialist expertise to support the Better Communication Team in Oldham by providing the Services specialist coaching and training to improve outcomes for children in Oldham in speech, language and communication at a cost for 1 year.

For the Council to update its list of highways maintainable at the public expense to include land adjacent to Middleton Road and Rochdale Road, Royton, which the Council has constructed and been maintaining for many years. Inclusion of this important town centre parcel of land in the list of highways maintainable by the Council will allow for more effective management of the area.

RESOLVED - That:
The Council updates its list of highways maintainable at the public expense to include the land as shaded pink on plan at end of report.

To consider the introduction of waiting restrictions on Wellington Road, Greenfield.

RESOLVED - That:
'prohibition of waiting’ restrictions be introduced in accordance with the plan and schedule at the end of this report.

The purpose of the report is to consider the introduction of short lengths of ‘no waiting’, 8am – 6.30pm, restrictions and the extension to the ‘School Keep Clear’ markings along Grasmere Road, outside Fir Bank Primary School.

RESOLVED - That:
The preferred option is Option 1

The Council has successfully secured 100% Grant funding from Natural England, via the Yorkshire Dales National Park Authority (YDNPA), to deliver an expansion to an existing maintenance scheme on a section of the Pennine Bridleway National Trail.

RESOLVED - That:
To accept the YDNPA grant funding and approve the delivery of (Phase 2) of the scheme also detailed in this report.

This report seeks delegated approval to appoint an engineering consultant to undertake 125 no. inspections of highway structures around the borough.

RESOLVED - That:
1. To approve the highway structures inspections project; and
2. To approve the direct award of RSK Environment Limited via the ESPO Framework Agreement, Lot 5 Highways, Traffic and Transport and for the Council to enter into a contract with RSK Environment Limited under the Framework Agreement.

At these locations, bus passengers can step out into the carriageway between parked vehicles and vehicles for loading, in order to be seen by the driver. Parking at these locations also affects traffic movements and visibility along the roads concerned.
If approved, the proposal would enable passengers to board and alight buses safely and improve safety for motorists using the roads.

RESOLVED - That:
Bus Stop Clearways be introduced in accordance with the plans and schedules at the end of this report

The 20mph speed limit and traffic calming measures proposed relate to an original scheme associated with condition 17 of planning application PA/338917/16. The revised traffic calming scheme being progressed here is required to accommodate unknown site constraints which is being processed via a variation of condition 17 under VAR/352405/24
If the proposals are not supported the developer cannot fulfil their obligations under the Section 106 agreement

RESOLVED - That:
the proposals contained within this report are supported and the proposed speed reduction and traffic calming measures be introduced

The purpose of this report is to consider the implementation of a permanent Prohibition of Driving on Crime Lane to prevent extensive fly tipping.

RESOLVED - That:
the Council implements a gated Prohibition of Motor Vehicles Traffic Regulation Order on both ends of Crime Lane, to stop the fly tipping problem. The scheme will introduce an electronically operated gate at the junction with Knott Lanes, that will be operated by means of an app, key fob and/or pin code number.
At the Stannybrook Road end of the lane, it is proposed that access to the lane is prevented by use of concrete barriers, which will need to be spaced to allow access for pedestrians and equestrians. The barriers would be located to maintain the private access to the field.

As part of the Family Hubs programme, the theme of infant feeding includes funding for a breast-feeding support app which would be accessible 24/7 for families. The proposed app offers comprehensive support to families from conception through the first two years of a
child’s life – the first 1001 days.

RESOLVED - to award a 12 month contract to the most economically advantageous provider (Anya) to provide a breastfeeding support App.

The purpose of the report is to request approval to invest in the Essential Parent (EP) Family Hub App that has recently been developed with GMCA and the GM localities. The investment will allow Oldham to provide all parents with a free at the point of use app that supports families from pregnancy through to 19 years (or 25 years for young people with additional needs). The app translates all articles into a parent’s chosen
language (75 languages available). The App forms part of Oldham’s emerging digital offer for families and young people from pregnancy to 25 years of age.

RESOLVED - That: exemption be approved from the Procurement Procedure Rules and invest in the Essential Parent app with a three year contract.

Homestart Host are a respected partner organisation who deliver a variety of services across the borough to offer early support to families. They offer services such as, Infant Feeding Peer Support, Play Learn Grow, Genetic Outreach, Dad Matters and the Befriending Service.

The Family Hubs grant provided to the council by DfE provides an opportunity to enter into a grant agreement with Homestart to enable them to enhance some of the services they deliver in areas where we know families would most benefit. Enhancing Play, Learn, Grow and increasing bilingual support within services will have a positive impact on our most vulnerable families. Homestart have a high success rate engaging
with families as they use a peer support model. Harder to engage families are often more willing to work with peers than professionals. Providing support in community languages will encourage BAME families to take up the support they require earlier, thus preventing escalation to higher
cost, more intensive services further down the line.

RESOLVED - To approve the award of grant funding of £50,000 to Homestart Host to enable them to enhance Play, Learn, Grow across the borough and to build on their bilingual support offer to encourage more BAME families to access targeted early help support. The grant would run from 1 September 2025 to 31 August 2026, with an option to extend for
a further one year up until 31 August 2027 should funding be available and it be identified that there is still a need across the borough. Funding will be from the DfE Family Hubs Grant, with no additional cost to the council.

The LA currently has circa £8.3 M of High Needs Provision Capital Allocations Funding. A number of projects were approved in 2024, and these have now been completed and are operating effectively and offering additional places for children with additional needs in improved and purpose-built learning environments.

We are continuing to develop a number of major projects (those costing over 250k) and these will be the subject of a Cabinet Report in June 2025. This report is focused on and seeks approval for two lower cost projects that can be quickly delivered.

RESOLVED - That approval be granted to issue grant funding from the HNPCA Capital Fund to the schools listed in order to enhance provision for pupils with SEND and additional needs.
