The most recent contract for the provision of
Housing Advice and Housing Register ICT systems followed a
competitive tender process. The contract was awarded to Locata
Housing Services Limited for a term commencing on 18th October 2023
and expiring on 17th October 2026. The contract value was
£154,950.
The ICT systems provided by Locata Housing Services system were
identified as a solution capable of meeting the Council's housing
service requirements providing a comprehensive platform for
managing housing applications, allocations, homelessness
prevention, and related case management functions. The system is
widely used across local authorities and housing providers,
demonstrating a proven track record in supporting the effective
delivery of housing services.
As the current contract approaches its expiry date, consideration
is required regarding the future provision of these ICT systems to
ensure continuity of operations, minimise disruption to both
residents and staff, and maintain the efficient management of
housing and homelessness functions within the Council.
To guarantee continuity of ICT systems and minimise disruption to
residents and staff, this report seeks authorisation to:
(a)Waive the requirements of rule 4 of the CPRs to enable a direct
contract award to Locata Housing Services Limited; and
(b)Subject to approval of (a), to award for 12- months from 18th
October 2026 to 17th October 2027 for a value of

Decision Maker: Director of Environment
Decision published: 01/10/2026

necessary market engagement, and complete a compliant procurement
process if required. The proposed arrangement represents the most
efficient and cost-effective option in the short term, avoiding
unnecessary implementation costs and service disruption.
Over the coming months Procurement suggests a review of the market
to be initiated and a procurement exercise to be undertaken to
ensure a new Contract is procured prior to October 2027.

Decision Maker: Audit Committee
Made at meeting: 09/09/2026 - Audit Committee
Decision published: 22/09/2026
Effective from: 09/09/2026
Decision:
The Committee considered a report of the Director of Finance, detailing the Council’s Treasury Management report for the first quarter of 2026/27 (April – June 2026). Members were advised that in April 2023, the Council had adopted the Chartered Institute of Public Finance and Accountancy’s Treasury Management in the Public Services: Code of Practice (the CIPFA Code) which required the Authority to approve, as a minimum, treasury management semi-annual and annual outturn reports.
The submitted quarterly report advised the Audit Committee of the performance of the Treasury Management function of the Council for the first quarter of 2026/27 and provided a comparison of performance against the 2026/27 Treasury Management Strategy and the Treasury Management Prudential Indicators.
The Council was required to consider the performance of the Treasury Management function in order to comply with the Chartered Institute of Public Finance and Accountancy’s (CIPFA) Code of Practice on Treasury Management (revised 2021). The quarterly report therefore provided an additional update and includes the new requirement in the 2021 Code, of quarterly reporting of the treasury management prudential indicators.
This report laid out the key Treasury Management issues for Members’ information and review and outlined:
• An economic update for the first quarter of 2025/26.
• Net Borrowing and Investments (Local Context).
• A review and update of the Council’s current treasury management position.
• Council’s borrowing.
• Treasury Investment Activity.
• Treasury Performance for the Quarter.
• Treasury Performance for the Quarter.
• Compliance.
• Treasury Management Prudential Indicators.
The report was presented to the Audit Committee to enable it to have the opportunity to review and scrutinise the Quarter One Treasury Management report.
Resolved:
That the Audit Committee endorses the Treasury Management Quarter One 2026/27 report and the Treasury Management activity and projected outturn, as detailed in the Director of Finance’s report.
