18/01/2022 - Early Identification of Need Project ref: 4414    Recommendations Approved

Oldham Council, through Department for Education (DfE) Opportunity Area grant funding, have developed a bid to improve the early identification of special educational needs, including Autism Spectrum Disorder (ASD). This project is called the Early identification of Need project and Oldham is one of three other areas to receive this additional funding.
Grant funding was confirmed by the DfE on 13 December 2021.
The overall ASD Diagnosis Support Service is delivered within scope of a contract with Pennine Care NHS Foundation Trust who sub-contract an element of delivery to Parents of Oldham in Touch (POINT). This also supports Oldham’s coproduction and partnership principles. ASD primary need accounts for c.35% of the EHC plans maintained by Oldham Council, and continues to increase locally and nationally.
An additional grant of £30,000 has been identified for pre-diagnostic support work as part of the Early Identification of Need Project. It is proposed this is delivered by POINT under the arrangements outlined above as this would strengthen and extend the existing offer to Oldham families. The current offer in Oldham already exceeds the GM agreed minimum standards, and this opportunity would benefit Oldham families further.

Approved - Approval is sought to seek agreement from Pennine Care to vary their existing post diagnosis contract with POINT to include a prediagnostic element from January 2022 up until 31 August 2022 as part of the pilot project. This element will be delivered by POINT with a funding envelope of £30,000. Contract monitoring will be completed by Pennine Care following their existing arrangements.

14/01/2022 - Proposed Prohibition of Waiting - Huddersfield Road, Scouthead ref: 4376    Recommendations Approved

The purpose of this report is to consider introduction of prohibition of waiting and bus stop restrictions on Huddersfield Road (A62) in Scouthead in the vicinity of Focus Education and Saddleworth Stars Nursery School to combat dangerous and obstructive parking associated with the site.

Permission is being sought to approve a 1 year contract to deliver an Ofsted Inspection Readiness Programme for domestic childcare providers (childminders) locally.
Invitation to Tender (ITT) was issued on the North West Portal “The Chest” on 20 December 2021 with a return date of the 7 January 2022.
A comprehensive selection process was undertaken by an evaluation panel and a scoring moderation meeting was held on the 14 January 2022.

Proposed consultation to introduce Public Spaces Protection Orders, to replace the expired Dog Control Orders
There are currently no orders in place to deal with dog issues such as dog fouling. The previous Dog Control Orders expired and need to be replaced with Public Space Protection Orders if we want to take action against dog fouling and other dog related issues.
The report details the proposed Public Space Protection Orders and recommends we are given permission to consult on these.

19/01/2022 - Approval to award the Contract for a Purchase Ledger Review to Meridian Recovery Audit ref: 4365    Recommendations Approved

To award a call-off the contract to Meridian Cost Benefit Limited t/a Recovery Audit to undertake a purchase ledger review comparing the ledger transactions of both the Council and Supplier’s to identify anomalies. These anomalies will result in ‘cash recoveries’ and a review report of how these anomalies occur along with recommendations for improvements.

28/01/2022 - REFRAME Project ref: 4363    Recommendations Approved

The Council’s Design and Assurance Review included an audit of the organisations capacity and approach to transformational change and reform, policy, performance management and monitoring and systems.
As a result, a new Design and Assurance function was implemented in Oct 2019. This included a two-year temporary arrangement for performance and systems support for Children, Education and Adult services.
The REFRAME project was established in May 2021 to further review those temporary arrangements.
The report outlines the proposals to implement a new model for performance and systems functions for Children, Education and Adult Services. These have been developed to replace the temporary arrangements and complement the Council’s corporate and directorate
performance functions.

To allocate £242k of COMF funding to provide additional funding to the previously established VCFSE Investment Fund known as the One Oldham Fund. Within this financial year it would focus on maintaining investment previously provided by the Covid19 Response Fund to enable VCFSE organisations continue to deliver the ongoing Covid19 response and to contribute to the delivery of Oldham’s Covid Recovery Strategy priorities.

07/01/2022 - Primary Care Long Acting Reversible Contraception (LARC) Locally Enhanced Service ref: 4352    Recommendations Approved

.To seek approval to make a direct award and enter into a new contract for locally commissioned service: Primary Care LARC by 1 year.
This will ensure continued provision of Long Acting Reversible Contraception (LARC) via Primary Care (General Practices) for the period 1 April 2022 to 31 March 2023 to align future commissioning activity for the Integrated Sexual Health Service (ISHS).
HCRG Care Group (previously Virgin Care Group) have been awarded the ISHS contract to commence from 1 April 2022, with the Provider assuming responsibility for the commissioning of the GP LARC offer from Year 2 of the contract (1 April 2023), subject to approval of their delivery model, as per the specification for the service.
The extension is required to bridge the 12 month gap whilst HCRG develop their GP LARC model, baseline, and precondition the model. The Council will transfer this element of the contract to HCRG in year 2 if assurances regarding readiness to deliver are in place.

Option B: Approve an exemption under Rule 21.3 (j) of the Contract Procedure Rule and to make a direct contract award for a term of 1 year to current service providers.
This will ensure continued provision of Long Acting Reversible Contraception (LARC) via Primary Care (General Practices) currently delivering the service for the period 1 April 2022 to 31 March 2023 to align commissioning activity for the Integrated Sexual Health Service and enable the Provider to develop the Primary Care LARC offer prior to transfer of commissioning responsibility. The purpose of this report is to seek immediate approval to administer the Omicron Hospitality and Leisure Grant scheme
On 21 December 2021 the Government announced the introduction of grant support for hospitality, leisure and accommodation businesses in England with full guidance being issued on 30 December 2021. The scheme provides one off grant support in recognition of the impact on these businesses of the rise of the Omicron variant.
An application process for the grant must be carried out and will close on 28 February 2022 with all payments to eligible businesses made by 31 March 2022.
