RESOLVED - That:
To approve publication of the Oldham Local Housing Needs Assessment 2024.

Gallery Oldham is an important asset in Oldham. It is widely accessed by residents, including children, young people and families and serves as an important educational site. Maintaining it is crucial not only for the residents of Oldham but to also boost footfall into Oldham.

Requirement to undertake necessary electrical alterations to remove risks to the service, visitors and collections that are currently posed by end-of-life equipment and prevent critical incidents, ensuring this valuable community space remains available for use.

This report seeks approval for the acceptance of the most economically advantageous tender submission in relation to the upgrade of the electrical services at Gallery Oldham, 35 Greaves Street, Oldham, OL1 1AL and for approval to enter into a contract for the advertised services.

RESOLVED - That:

1. Accept the most economically advantageous tender received in respect of the electrical services upgrade at Gallery Oldham.

2. Approve the appointment of Corlett Electrical Engineering Co (1981) Ltd and authorise the Council to enter into a Contract with Corlett Electrical Engineering Co (1981) Ltd for the upgrade of electrical services at Gallery Oldham using the grant funding of £287,375 awarded to the Council from the Arts Council England Museum Estates and Development Fund and £111,452.24 from the Corporate Landlord Capital Funding.

Approve the Borough Solicitor or their nominee to finalise the form of advertised contract, to attach the Council’s seal to the Contract and to carry out all other necessary legal formalities.

This report seeks approval to award a contract to Opening the Book Limited to undertake refurbishment works at Oldham Library.

RESOLVED - That:
Approve a contract award under the Staffordshire County Council Framework Agreement for Furniture, Lot 3, and for the Council to enter into a call-off contract with Opening the Book Limited to undertake refurbished works at Oldham Library. This is funded through grant monies from the Arts Council Library Improvement Fund, Round 3. The value of the contract is up to £205,000.

This report seeks delegated approval for the revocation of a section of No Waiting At Any Time restriction on Penmore Close, Shaw in line with the schedule and drawing at the end of this report.

This report seeks approval to make a direct contract award and to enter into a call-off contractor with JLA (HVAC) Limited to supply, on a hire basis, and install additional heating to Tommyfield Market for the autumn / winter months.

RESOLVED - That: Approve a direct contract award and enter into a call-off contract with JLA (HVAC) Limited under Lot 4 of the Construction and Highways Works and Services Framework Agreement for the hire and installation of necessary additional heating to Tommyfield Market.

For the Council to update its list of highways maintainable at the public expense to include land adjacent to Church Terrace and the War Memorial which the Council has been maintaining for many years. Inclusion of this important town centre parcel of land in the list of highways maintainable by the Council will allow for more effective management of the area.

RESOLVED - That:
The Council updates its list of highways maintainable at the public expense to include the unregistered land adjacent to Church Terrace.

To accept a grant of £35,470 from GMCA for the purpose of completing a RIBA Stage 2 design feasibility study on Gallery Oldham for connection to the proposed Oldham Low Carbon Heat Network, as part of the wider heat network project development which the Council is funding with a Green Heat Network Fund (GHNF) grant already in place.

RESOLVED - That:
That the Council accept the grant.

For the Council to approve that it may terminate an existing car park agreement on land.

RESOLVED - That the Council may terminate the car park agreement on land that is required to facilitate adjacent regeneration.

For the Council to approve that it may accept a Grant award from GMCA to assist with a drainage assessment at Beale Valley.
The GMCA Grant award is a maximum of £65,000 subject to 35% match funding from the Council.
The GMCA has agreed to make available to Oldham Council the Grant to assist with an integrated drainage, ground and infrastructure assessment, at JPA12 Beale Valley allocation.

RESOLVED - That: The Council to accept the grant award. Beale Valley / Broadbent Moss is a GM priority project. The location has the potential to drive through significant economic benefit for Oldham. (JPA12) Stakehill is now an adopted allocated location for development of 480 homes plus supporting infrastructure, tram stop and new educational facilities. The grant award will facilitate an integrated drainage assessment which is a prerequisite for economic development.

Reason for decision
In order to support implementation of the new Fair Share policy, as well as improve operational efficiency within Housing Options, it is necessary to purchase a bolt-on module for the Locata IT system. This can be done via a contract modification, so as to keep the arrangements with Locata under a single agreement. As such Commercial Procurement Unit requests approval to:
a) modify the existing G Cloud Call-Off Contract; and
b) request an exemption to the Councils Contract Procedure Rule’s as this modification is over 10%

RESOLVED - That: the bolt-on module is purchased, including the purchase of a data warehouse to aid in reporting

To allocate grant funding of £95,000 from the Health and Social Care Integration Pooled Fund (Reserve) to Northern Roots (Oldham) Limited to support the Nature Health project for one year (1st April 2025 – 31st March 2025) and to enter into a fit for purpose Grant Agreement for the funding.

RESOLVED - That:
To allocate grant funding for one year (25/26) to Northern Roots (Oldham) Limited as a contribution to the running costs of the Nature Health project and to enter into a fit for purpose Grant Agreement for the grant funding.
