project with between 45-50 education settings involved from across

programme it is essential to ensure continuous delivery of ongoing
activities and the prompt start of new activities to maximise our
impact on educational outcomes for the children and young people of
Oldham.
This report seeks approval to commission external organisations to
deliver elements of the Oldham Opportunity Area programme in year 5
(AY 2021/22). This request is in line with the delegated authority
detailed in the OA Year 5 Cabinet Paper approved on the 26 July
2021

Permission is being sought to complete a Deed
of Variation to grant a 1 year extension to the current provider to
deliver an Ofsted Inspection Readiness Programme for non-domestic
childcare providers locally.
Local authorities are required by legislation to secure training
for:
•those registered on the Ofsted Early Years Register who are
judged less than ‘good’ by Ofsted in their most recent
inspection report;
•newly registered providers on the Ofsted Early Years Register
who have not yet had an inspection report published;
Invitation to Tender (ITT) was issued on the Due North Portal
“The Chest” with a return date of the 6 January 2020.
ITT submissions were received from four organisations.
A comprehensive selection process was undertaken by an evaluation
panel and a scoring moderation meeting was held on the 26 February
2020. The outcome of this process was that the current provider
received the highest scores.
Due to COVID 19, the process was suspended due to the closure of
settings and the suspension of Ofsted inspections. However due to
the reopening of settings in September 2020 the contract began on 1
September 2020 for 1 year with an option to extend for a further 1
year.
Therefore, permission is being sought to approve the decision to
extend the contract for 1 year.

To seek approval for the awarding of the
Festive Illumination Displays for Oldham Council.
The Festive Illumination Displays Contract will be a collaborative
contract to be utilised by both Oldham MBC and Rochdale BC.
Both Councils have decided to continue to collaborate on this
contract due to comparable requirements with a 2-year contract
(September 2021 to September 2023) this was decided on to achieve a
more balanced approach to enable the work to be managed and carried
out more cost effectively and programmed more efficiently post the
Covid -19 pandemic.

extending the small grants programme until March 2022 and
£125k allocated to anchor investments which enable the
network to reach a broader range of communities affected by
Covid19.
