To seek delegated authority to use School Nurseries Capital Funding to progress a refurbishment scheme to create new nursery places at Northmoor Academy as an alternative to the previously agreed new build option.

RESOLVED - That:
Progress the refurbishment project as a means of creating all the places for 2, 3 and 4-year-olds in the initial SNCF application with full funding from the SNCF.

A decision is sought to request approval for an exemption under Rule 21.3 (j) of the Contract Procedure Rules for a new contract to be awarded to Intraquest CIC for delivery of the Reflective Supervision for School Staff service. This is a project with between 45-50 education settings involved from across primary, secondary and specialist provision.

RESOLVED - That: an exemption be approved under clause 21.3 (j) of the Contract Procedure Rules and contract award Intraquest CIC to continue
delivery of the Reflective Supervision for School Staff service.

In year 5 of the Opportunity Area (OA) programme it is essential to ensure continuous delivery of ongoing activities and the prompt start of new activities to maximise our impact on educational outcomes for the children and young people of Oldham.
This report seeks approval to commission external organisations to deliver elements of the Oldham Opportunity Area programme in year 5 (AY 2021/22). This request is in line with the delegated authority detailed in the OA Year 5 Cabinet Paper approved on the 26 July 2021

RESOLVED - That:
Approve the commissioning of external organisations as detailed in appendices x to deliver the Opportunity Area year 5 plan

Permission is being sought to complete a Deed of Variation to grant a 1 year extension to the current provider to deliver an Ofsted Inspection Readiness Programme for non-domestic childcare providers locally.
Local authorities are required by legislation to secure training for:
•those registered on the Ofsted Early Years Register who are judged less than ‘good’ by Ofsted in their most recent inspection report;
•newly registered providers on the Ofsted Early Years Register who have not yet had an inspection report published;
Invitation to Tender (ITT) was issued on the Due North Portal “The Chest” with a return date of the 6 January 2020. ITT submissions were received from four organisations.
A comprehensive selection process was undertaken by an evaluation panel and a scoring moderation meeting was held on the 26 February 2020. The outcome of this process was that the current provider received the highest scores.
Due to COVID 19, the process was suspended due to the closure of settings and the suspension of Ofsted inspections. However due to the reopening of settings in September 2020 the contract began on 1 September 2020 for 1 year with an option to extend for a further 1 year.
Therefore, permission is being sought to approve the decision to extend the contract for 1 year.

RESOLVED - That: option 1 be agreed to approve the one year extension of contract to the current provider.

The purpose of the report is to create a new post of Independent Domestic Violence Adviser, fixed term to 31 March 2023, supported by funding from the Ministry of Justice to improve the offer for medium risk victims of domestic abuse

Oldham Council has secured funding from the following source:
•Department for Transport (DfT), Active Travel Fund via Transport for Greater Manchester
The purpose of this report is to confirm the value of the grant available to Oldham and to notify the Officer of the intention to bring this additional resource into the transport capital programme to commence delivery of the schemes.

RESOLVED -
Accept the grant offer and deliver the scheme in an appropriate timescale.

To obtain approval for the adoption of highways as Highway Authority and to identify the likely associated revenue costs to the Council.

RESOLVED - That:
the highways listed in Schedule 1 of this report be adopted as highways maintainable at public expense

To seek approval for the awarding of the Festive Illumination Displays for Oldham Council.
The Festive Illumination Displays Contract will be a collaborative contract to be utilised by both Oldham MBC and Rochdale BC.
Both Councils have decided to continue to collaborate on this contract due to comparable requirements with a 2-year contract (September 2021 to September 2023) this was decided on to achieve a more balanced approach to enable the work to be managed and carried out more cost effectively and programmed more efficiently post the Covid -19 pandemic.

RESOLVED - That:
To approve option 1 – To award the contract to the bidder who has met all the evaluation criteria and previously provided a high-quality service and the delivery of tangible social value outcomes.

To allocate £225k of COMF funding to both extend and broaden the scope of the current Community Champions activity funded through the MHCLG Community Champions grant.

RESOLVED - That: To allocate £225k of COMF funding to the extension and expansion of the Community Champions programme through additional grants to VCFSE anchor organisations and grass roots community groups. With £66k allocated to extending investments in the current anchor organisation activity until March 2022, £33k allocated to extending the small grants programme until March 2022 and £125k allocated to anchor investments which enable the network to reach a broader range of communities affected by Covid19.
