The purpose of this report is to consider introduction of prohibition of waiting and bus stop restrictions on Huddersfield Road (A62) in Scouthead in the vicinity of Focus Education and Saddleworth Stars Nursery School to combat dangerous and obstructive parking associated with the site.

RESOLVED - That it is recommended that no waiting at any time (double yellow lines) and bus stop cage markings (clearway) restrictions be introduced on Huddersfield Road in Scouthead in the vicinity of Focus Education and Saddleworth Stars Nursery School.

The purpose of this report is to consider the introduction of prohibition of waiting restrictions on Broadway Street, Goddard Street and Scottfield Road, Oldham.

RESOLVED - That it is recommended that prohibition of waiting restrictions are introduced in accordance with the plan and schedule at the end of this report.

To fund a capital cost of £80K and an annual uplift of £9.6K to replace the Information Technology Service Management (ITSM) system that is used by Unity IT and the Oldham Council Agresso team to manage IT and Finance services respectively to Oldham Council and partners.

RESOLVED - That: Replace the ITSM system with the SysAid ITSM solution.

The purpose of this report is to approve the introduction of ‘No Waiting at Any Time’ restrictions along Smallbrook Road, Shaw to remove obstructive parking on the approach to Duchess Street Industrial Estate.

.To seek approval to make a direct award and enter into a new contract for locally commissioned service: Primary Care LARC by 1 year.
This will ensure continued provision of Long Acting Reversible Contraception (LARC) via Primary Care (General Practices) for the period 1 April 2022 to 31 March 2023 to align future commissioning activity for the Integrated Sexual Health Service (ISHS).
HCRG Care Group (previously Virgin Care Group) have been awarded the ISHS contract to commence from 1 April 2022, with the Provider assuming responsibility for the commissioning of the GP LARC offer from Year 2 of the contract (1 April 2023), subject to approval of their delivery model, as per the specification for the service.
The extension is required to bridge the 12 month gap whilst HCRG develop their GP LARC model, baseline, and precondition the model. The Council will transfer this element of the contract to HCRG in year 2 if assurances regarding readiness to deliver are in place.

RESOLVED - That:
Option B: Approve an exemption under Rule 21.3 (j) of the Contract Procedure Rule and to make a direct contract award for a term of 1 year to current service providers.
This will ensure continued provision of Long Acting Reversible Contraception (LARC) via Primary Care (General Practices) currently delivering the service for the period 1 April 2022 to 31 March 2023 to align commissioning activity for the Integrated Sexual Health Service and enable the Provider to develop the Primary Care LARC offer prior to transfer of commissioning responsibility. HCRG Care Group (previously Virgin Care Group) have been awarded the ISHS contract.
This is the recommended option. This will ensure that there is no break in provision whilst also allowing sufficient time

The purpose of this report is to seek immediate approval to administer the Omicron Hospitality and Leisure Grant scheme
On 21 December 2021 the Government announced the introduction of grant support for hospitality, leisure and accommodation businesses in England with full guidance being issued on 30 December 2021. The scheme provides one off grant support in recognition of the impact on these businesses of the rise of the Omicron variant.
An application process for the grant must be carried out and will close on 28 February 2022 with all payments to eligible businesses made by 31 March 2022.

RESOLVED - That:
That the Council launches an application process and starts to issue Omicron Hospitality and Leisure Grant to eligible businesses to meet the Government’s deadline to issue payments by 31 March 2022 and to as many eligible businesses as possible.

The purpose of this report is to seek permission to tender and create a Dynamic Purchasing System for the provision of a locally commissioned community pharmacy Emergency Hormonal Contraception (EHC) service. .
This will ensure continued provision of free Emergency Hormonal Contraception from Oldham community pharmacies appointed to deliver the scheme from 1 April 2022 for a 5 year period using a Dynamic Purchasing System

RESOLVED - That:
Option B: Approval to tender and create a Dynamic Purchasing System for the provision of a locally commissioned community pharmacy Emergency Hormonal Contraception service for a term of up to 5 years.
This is the recommended option.

To award the contract for CSC IC from 1 April 2022

RESOLVED - That: contract be awarded

The purpose of this report is to consider the implementation traffic calming measures on White Bank Road, Hollinwood, within the existing 20mph zone.

Recommending Option 1: Vary the Work Order with Bloom Procurement Services Limited to deliver Asset Management Services via CBRE Limited for a further 12 months from 9 October 2021 and appoint Brabners LLP to provide specialist legal advice.

To authorise retrospective novation of a contract following a company restructure, to ensure that the current arrangements comply with the Council’s Contract Procedure Rules.

to authorize retrospective approval to novate a contract from Handicare Accessibility Limited to Direct Healthcare Group Ltd, in respect of a contract dated 1 May 2019 for the Lot 2 provision of ceiling track hoist services, with effect from 1 September 2021

RESOLVED - That:
Option 1 – Agree to award a stage 2 design and build contract to Kier Construction Limited to undertake the contract works for the North Chadderton School Expansion. The appointment will be within the financial allocation as indicated in the finance section of this report.
