The purpose of the report is to request Cabinet Member approval to allocate the Department for Work and Pensions (DWP) £2,419,369.23 Household Support Grant funding for Oldham over the period 6 October 2021 to 31 March 2022. The report sets out the proposed allocation of funding across several initiatives including food support for children and young people over the school holiday period and help with the cost of fuel and essential items for vulnerable households.

The request is made under the Council’s Constitution - Contract Procedure Rule 21.3 (j) – where an exemption for a particular period can be justified. The reason is due to the Government’s Covid-19 legal restrictions which prevented enforcement activity for much of the period of the pandemic and the wider impact this had on the ability to collect debts. The Council also wishes to extend the contract temporarily to enable a wider review of the effectiveness of the in -house and external use of enforcement agents to determine an optimum model which would be reflected in any future open competition for these services.

12/10/2021 - Update: Sport Development - TUPE to Oldham Community Leisure (OCL), Schools Swimming - Secondment to OCL ref: 4290    Recommendations Approved

Agree the TUPE transfer date of Sport Development to Oldham Community Leisure (OCL) as 1st November 2021 with the following additional agreements:
- The Council agree a no better or worse financial position in year one of the transfer. This would allow a smooth transition of Sport Development.
- The Council underwrites any redundancy cost for the first 2 years of the transfer.
Note that following full diligence OCL are not prepared to take on School Swimming as a secondment arrangement at this time and they will now be retained in the council until further work is done to look at alternative options.

The Council and Partnership are seeking to strengthen Oldham’s response to domestic abuse. The proposed post of Strategic Domestic Abuse manager is to create capacity to drive forward this work, supporting the Executive Director for Communities and Reform as the Council’s lead on domestic abuse, and chair of Oldham’s Domestic Abuse Partnership. The post holder will lead the development, implementation, monitoring and review of the multi-agency Oldham Domestic Abuse Strategy and accompanying action plan, working collaboratively with Council staff and a wide range of partners. The role will also support implementation of the response to the Domestic Abuse Act 2021.

05/10/2021 - Award and allocation of Priority Programme Funding to Citizens Advice Oldham for the period 1st October 2021 – 31st March 2022 ref: 4281    Recommendations Approved

The purpose of this report is to seek approval to award grant funding from the Council’s Priority Programme Fund to Citizens Advice Oldham (CAO) for the period 1st October 2021 to 31st March 2022 for the delivery of legal and advice services.
Approval of funding to CAO for the period 1st April to 30th September 2021 was incorporated within a separate delegated decision report titled ‘Award and allocation of Priority Programme and Community Cohesion Funding to the voluntary, community and faith sector in 2021/22’. The funding award was requested for six months initially to allow time for the Place Based customer and financial support offer to be developed, which would incorporate the services provided by CAO. However, the implementation of this workstream has been delayed and as a result, a further request is sought to extend the current arrangement with CAO until 31st March 2022.
