The purpose of the report is to request approval to invest in the online resource library and electronic delivery system, Essential Parent, that has been piloted and evaluated by GMCA, to offer digital content and an online resource library providing expert-led, evidence-based parental advice on a range of physical and mental health and wellbeing topics alongside an e-Care delivery system, to parents and carers in Oldham.

09/05/2022 - Household Support Grant Funding Allocation ref: 4437    Recommendations Approved

The purpose of the report is to request approval from the Chief Executive to allocate the Department for Work and Pensions (DWP) £2,419,369.23 Household Support Grant funding for Oldham over the period 1 April 2022 to 30 September 2022. The report sets out the proposed allocation of funding across several initiatives including food support for children and young people over the school holiday periods and help with the cost of fuel and essential items for pensioners and vulnerable households.
It is important that the Council does not delay in mobilising financial support to vulnerable residents

The purpose of this report is to confirm the value of the grant currently available to Oldham of £269,941 (a £180,668 contingency is also available if required funded by Grant in Aid and Local Levy Fund) and to notify the Portfolio Holder of the intention to bring this additional resource into the transport capital programme to commence delivery of the scheme.

03/05/2022 - Delegated Officer Report - Youth Service Redesign - April 2022 ref: 4430    Recommendations Approved

This report sets out the proposed redesign of the Youth Service following formal consultation with Staff and Trade Unions.
Approval is sought to implement the proposed redesigned service structure that allows for alignment to the wider placed based approach across the 5 geographical districts of Oldham, as well as an increase in youth work staffing capacity following the investment of an additional £80k into the youth service annual budget.

RESOLVED - That: the redesign of the Youth Service achieves the desired alignment of Youth Services to the placed based working in each of the 5 districts as well as providing a robust structure and management. This proposed structure will also mean the service can increase the capacity for delivery of the core youth work from an average of 20 youth work sessions per week to 35.

To extend the Social Prescribing Innovation Partnership contract which ends on 31st March 2022 for 1 year until 31st March 2023 with expansion to develop an offer for children. The report requests one year extension as allowed within the provision of the current contractual terms. The report also requests delegated authority to the Deputy Chief Executive or an Executive Director to extend this contract by the remaining two one-year extensions available within the contract should funding be identified to do so. In addition, the report seeks to secure resource to implement the recommendations of the Thriving Communities evaluation until March 2025. This will be at a total cost of £765,023.

06/04/2022 - Engagement of Specialist Adviser to support a range of corporate initiatives and negotiations ref: 4431    Recommendations Approved

To approve the procurement exemption for a Direct Award contract to Arbiant Ltd for the provision of specialist advice on a range of Council projects and initiatives. This is for an initial period of 12 months with a review of provision after 6 months.
The Direct Award exemption is sought on the basis that there is currently only one provider that can offer the required service given the skill set that is required.

28/04/2022 - Engagement of services to enable cash payment for the Council Tax Energy Rebate– contract award to Post Office Ltd. ref: 4432    Recommendations Approved

To approve the procurement exemption for a Direct Award contract to Post Office Ltd for the provision of a cash voucher service to award Council Tax Energy Rebate to residents who do not pay their Council Tax by Direct Debit. This is for an initial period of 12 months during which time a wider procurement exercise will be carried out after a period of 6 months if there is a need to extend the contract e.g., if the Government announce a second round of the initiative.
The Direct Award exemption is sought on the basis that there is an immediate need to issue cash payments to residents as quickly as possible given the recent announcement by the Government of the Council Tax Energy Rebate.
