Council considered a report of the Assistant Director of Governance which asked that consideration be given to a report regarding the appointment of the Leader of the Council, in accordance with the provisions of the Local Government Act 2000 as amended.
The Mayor, Councillor Byrne, MOVED and Councillor Ghafoor seconded a proposal to consider Amendment 7 first.
On being put to the vote, the MOTION was CARRIED.
Amendment 7
Councillor Hobin MOVED and Councillor Navesey seconded that Council suspend Council procedure rule 13.3
On being put to the vote, the MOTION was CARRIED.
Councillor Hobin MOVED and Councillor Navesey seconded an amendment to Amendment 7, nominating Councillor Brian Hobin to be appointed as Leader of the Council.
Councillor P. Taylor spoke on the amendment.

Councillor Shah MOVED and Councillor E. Taylor seconded an amendment that Councillor Shah be appointed Leader of the Council and the Labour Group form a minority administration.

Councillor Quigg MOVED and Councillor Paul Robinson seconded Amendment 2, that Councillor Lewis Quigg be appointed Leader of the Council.
