The Highway Regulation Committee will perform
the following non-executive functions for the Council:

Power to determine application for public path

Power to make a special extinguishment

Power to divert footpaths, bridleways and byways
under Section 119 Highways Act 1980
·
Power to make a public path diversion
order
·
Power to make a rail crossing diversion
order
·
Power to make a special diversion
order
·
Power to require applicant for order to enter into
agreement under Section119C Highways Act 1980
·
Power to make an SSSI diversion
order
·
Power to decline to determine certain applications
under Section 121C Highways Act 1980
·
Power to apply for variation of order under section
130B Highways Act 1980
·
Power to extinguish certain public rights of way
under Section 32 Acquisition of Land Act 1981
·
Power to make a modification order
·
Power to include modifications in other
orders
·
Power to prepare map and statement by way of
consolidation of definitive map and statement
·
Power to designate footpath as cycle

Power to extinguish public right of way over land

Power to provide access in absence of agreement
under Section 37 Countryside and Rights of Way Act 2000
The Highway Regulation Committee will also review written comments
on the following issues and make recommendations to the Deputy
Chief Executive:
