RESOLVED: That Councillor S Bashforth be elected Chair for the 2016/17 Municipal Year.


Election of Vice Chair

The Panel is asked to elect a Vice Chair for the Municipal year.

Denton Lane Traffic Report pdf icon PDF 3 MB


The Panel considered a report concerning a petition that had been received, requesting that consideration be given to the placement of a weight restriction and a width limiting chicane on Denton Lane, Chadderton, to restrict the use by heavy goods vehicles. The report responded to the petition and a number of subsequent questions raised by residents. The provision of a width limiting chicane had been discounted due to problems that would be created for emergency service vehicles and legitimate access to residential properties; the weight restriction had been the subject of further investigation, the findings of which were detailed in the report.


The Lead Petitioner addressed the Panel, referring to the additional information he had provided at Item 8 on the agenda. He provided further details to the petition in regard to the deterioration of the road and asked that the Panel consider the vibration and nuisance caused by HGV’s. He indicated that research showed that HGV vibration could affect property and that he believed that the Highways Service had not taken the actions recommended by the research. Traffic had not been diverted onto less-sensitive roads and no weight restriction had been put in place.


The Principal Engineer outlined the considerations that had been given to the introduction of a weight restriction along Denton Lane, between its junctions with Fields New Road and Eaves Lane. He indicated that questions asked by the petitioners and other local residents had been responded to in writing.


Councillor McLaren and Councillor Shuttleworth addressed the Panel as Ward Members.


The Panel asked questions of the Principal Engineer, the Ward Councillors and the Lead Petitioner, and they were given the opportunity to ask questions of each other.


Both the Principal Engineer and the Lead Petitioner were given the opportunity to sum up their case.


RESOLVED unanimously that no action was taken in respect of the petitioner’s request.
