The Trustees gave consideration to a report of the Moston Brook Project Officer, asking the Trustees to consider granting consent to the Moston Brook Friends group (supported by the Moston Brook Project Officer and Oldham Council) to submit grant applications for path improvements on Lower Memorial Park Trust Land and granting approval for the works to be undertaken should the applications be successful.


The Moston Brook Friends Group and Project Officer were seeking funding to improve access with the aim of making the Trust land and Moston Brook totally accessible to all users, in all weathers. Tesco had offered the opportunity to apply for a Local Community Grant, for which the Friends Group was eligible to apply. Works had been costed to the value of £12,000 and funding applications had to be submitted by 27th November 2015. The work would improve the site by creating good specification footpaths which would be safe, attractive, sustainable and cost effective by reducing maintenance and reducing safety concerns. The Moston Brook Project Officer and partners had undertaken extensive public consultation which consistently showed strong support for improved access.


The Moston Brook Friends Group and Project were working to identify other funding opportunities and approval was sought for subsequent access improvement bids should the Tesco application not be successful.


Options/Alternatives considered:


Option 1 – approve the request to apply for funds for access improvements.

Option 2 - do not approve the request. Currently there were no Trust or Oldham Council funds to maintain or improve the access to the public open space





1. The Trustees AGREED to

·       The submission of grant application to Tesco by the Moston Brook Friends Group to upgrade paths on Lower Memorial Park Trust land.

·       Approve the proposed site improvements if the funding bid was successful.

·       The submission of other grant applications by the Moston Brook Friends Group to upgrade paths on Lower Memorial Park Trust land, should the bid to Tesco be unsuccessful.

2.  The Trustees NOTED that further projects would come to them for their consideration in due course


3.  The Trustees expressed their thanks to the Moston Brook Project Officer and the Moston Brook Friends Group for all of their excellent work in relation to the Trust land.
