That, in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they contain exempt information under paragraph(s) 1 and 2 of Part 1 of Schedule 12A of the Act, and it would not, on balance, be in the public interest to disclose the reports.

Review of a Dual Driver Licence (DP/2026/23)

The purpose of this report is to ask Members to review a dual driver licence where information recorded against the licence holder calls in to question their fitness and propriety to be a suitable person to hold such a licence. As such, the licence holder has been referred to this Panel for determination.

The Panel considered an application to review a Dual Driver’s Licence, where information recorded against the licence holder calls in to question their fitness and propriety to be a suitable licence holder. As such, the licence holder was referred to the Panel for determination.

 

RESOLVED that, based on the information provided to the Panel, having taken into account the reason the Driver had appeared before the Panel, namely complaints received, the report written by the Officer, their recommendations, the Driver’s comments and the Council’s Statement of Fitness and Suitability, the Driver is not a fit and proper person and accordingly the licence be revoked with immediate effect on the grounds that the Panel is satisfied on the balance of probabilities that the Driver had made inappropriate comments to female passengers and in the interest of public safety, the Driver’s licence should be revoked with immediate effect.

 

 

Note: The Driver attended the meeting and addressed the Panel.

Review of a Dual Driver Licence (DP/2026/24)

The purpose of this report is to ask Members to review a dual driver licence where information recorded against the licence holder calls in to question their fitness and propriety to be a suitable person to hold such a licence. As such, the licence holder has been referred to this Panel for determination.

The Panel was asked to consider an application to review a Dual Driver’s suspended licence where information recorded against the licence holder calls in to question their fitness and propriety to be a suitable person to hold such a licence. As such, the licence holder was referred to the Panel for determination.

 

RESOLVED that

1.    based on the information provided to the Panel, having taken into account the reason the Driver had appeared before the Panel, namely information recorded against the licence holder, the report written by the Officer, their recommendations, the Driver’s comments and the Council’s Statement of Fitness and Suitability, the driver is not a fit and proper person and accordingly the suspension of the licence be continued on the grounds of public safety until the outcome of the Driver’s appeal against the content of the Driver’s DBS certificate is concluded; and

2.    if the Driver’s appeal is successful, the Principal Licensing Officer be given delegated authority to lift the suspension of the licence without the matter having to be brought back before the Panel.

 

Note: The Driver attended the meeting and addressed the Panel.

New Application for a Dual Driver Licence (DP/2026/25)

The purpose of this report is to inform Members of an application for a new Dual Driver’s licence, which, due to a conviction calls in to question the applicant’s fitness and propriety to be a suitable person to hold such a licence. As such, the application has been referred to this Panel for determination.

The Panel was asked to consider an application for a new Dual Driver’s licence, which, due to a conviction calls into question the applicant’s fitness and propriety to be a suitable person to hold such a licence. As such the application was referred to the Panel for determination.

 

RESOLVED that, based on the information provided to the Panel, having taken into account the reason the Applicant had appeared before the Panel, namely convictions, the report written by the Officer, their recommendations, the Applicant’s comments and the Council’s Statement of Fitness and Suitability, the Applicant is not a fit and proper person and accordingly the application be refused on the grounds that the decision is in accordance with the guidance in the Council’s Statement of Fitness and Suitability.

 

NOTE: The Applicant attended and addressed the Panel.

11.

New Application for a Dual Driver Licence (DP/2026/26)

The purpose of this report is to inform Members of an application for a new Dual Driver’s licence, which, due to a conviction calls in to question the applicant’s fitness and propriety to be a suitable person to hold such a licence. As such, the application has been referred to this Panel for determination.

The Panel was asked to consider an application to grant a new Dual Driver’s licence, which, due to a conviction calls in to question the Applicant’s fitness and propriety to be a suitable person to hold such a licence. As such, the application was referred to the Panel for determination.

 

RESOLVED that, based on the information provided to the Panel, having taken into account the reason the Applicant had appeared before the Panel, namely convictions, the report written by the Officer, their recommendations, the Applicant’s comments and the Council’s Statement of Fitness and Suitability, the Applicant is a fit and proper person and accordingly the Applicant be granted a licence for a period of 1 year with the licence to be renewed for a further period of 2 years if the Council receives no complaints about the Applicant’s conduct in the meantime.

 

NOTE: The Applicant attended the meeting and addressed the Panel.

12.

New Application for a Dual Driver Licence (DP/2026/27)

The purpose of this report is to inform Members of an application for a new Dual Driver’s licence, which, due to a conviction calls in to question the applicant’s fitness and propriety to be a suitable person to hold such a licence. As such, the application has been referred to this Panel for determination.
