1.	Apologies For Absence Minutes: There were no apologies for absence received.
2.	Urgent Business Urgent business, if any, introduced by the Chair Minutes: There were no items of urgent business received.
3.	Declarations of Interest To Receive Declarations of Interest in any Contract or matter to be discussed at the meeting. Minutes: Councillor Surjan declared an other interest at item 8 and took no part in the discussion or vote thereon.
4.	Public Question Time To receive Questions from the Public, in accordance with the Council’s Constitution. Minutes: There were no public questions received.
5.	Minutes of Previous Meeting PDF 208 KB The Minutes of the meeting held on 7^th March 2023 are attached for approval. Minutes: RESOLVED that the minutes of the meeting held on 7^th March 2023 be approved as a correct record.
6.	Exclusion of the Press and Public That, in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they contain exempt information under paragraph(s) 1 and 2 of Part 1 of Schedule 12A of the Act, and it would not, on balance, be in the public interest to disclose the reports. Minutes: RESOLVED that, in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they contain exempt information under paragraphs 1 and 2 of Part 1 of Schedule 12A of the Act, and it would not, on balance, be in the public interest to disclose the reports.
7.	DP/2023/10 View the background to item 7. The purpose of this report is to ask Members to review whether, as a result of convictions obtained, the holder of an existing dual hackney carriage/private hire driver licence remains a fit and proper person to hold that licence Minutes: RESOLVED that, based on the information provided to the Panel, having considered the Driver’s conduct and taking into account Oldham Metropolitan Borough Council’s ‘Statement of Fitness and Suitability (Private Hire and Hackney Carriage)’, approved by the Council in March 2018, the current dual hackney carriage/private hire driver’s licence be SUSPENDED for a period of ONE MONTH. NOTE: the driver attended the meeting to address the Panel.
8.	DP2023/11 View the background to item 8. The purpose of this report is to ask Members to review a Dual Driver’s licence, which, due to convictions against the applicant calls in to question their fitness and propriety to be a suitable person to hold such licence. As such the application has been referred to this Panel for determination. Minutes: RESOLVED that, based on the information provided to the Panel, having considered the Driver’s conduct and taking into account Oldham Metropolitan Borough Council’s ‘Statement of Fitness and Suitability (Private Hire and Hackney Carriage)’, approved by the Council in March 2018, the current dual hackney carriage/private hire driver’s licence be REVOKED. NOTE: the driver attended the meeting to address the Panel.
9.	DP/2023/12 View the background to item 9. The purpose of this report is to ask Members to review a request from a new Operator, 24x7 Ltd, for permission to display two advertisements on private hire vehicles. Minutes: RESOLVED that, based on the information provided to the Panel, the application from a Private Hire Operator for permission to display advertisements on a private hire vehicle for a sign to recruit drivers and assistants in the local area and to advertise and inform people of the ‘Centre Algarve’ which was Europe’s only specialist holiday Centre for people with special needs and their families be GRANTED. NOTE: the operator attended the meeting to address the Panel.
10.	DP/2023/13 View the reasons why item 10. is restricted Minutes: RESOLVED that, based on the information provided to the Panel, having considered the Driver’s conduct and taking into account Oldham Metropolitan Borough Council’s ‘Statement of Fitness and Suitability (Private Hire and Hackney Carriage)’, approved by the Council in March 2018, the current dual hackney carriage/private hire driver’s licence be REVOKED with IMMEDIATE EFFECT. NOTE: the driver attended the meeting to address the Panel.
11.	Appeals Update 04/04/2023 View the background to item 11. The purpose of this report is to provide Members with an update on any appeals against the decisions of the Council’s Licensing Drivers Panel. Minutes: RESOLVED that the Appeals Update be noted.
