Church Inn, 477 Oldham Road, Failsworth, M35 0AA Pursuant to Section 53C of the Licensing Act 2003, the purpose of this report is to ask Members to consider a Review of the premises licence in respect of Church Inn, 477 Oldham Road, Failsworth, following an application for a Summary Review made by Greater Manchester Police on 3 November 2025 Additional documents:
Minutes: Pursuant to section 53C of the Licensing Act 2003 the Panel considered a a report about a review of the premises licence for the Church Inn, 477 Oldham Road Failsworth, following an application for a summary review by Greater Manchester Police on 3rd November 2025 following serious disorder at the premises on 1st November 2025 which resulted in the serious injury of a police officer. On 4th November, the Licensing Panel suspended the premises licence.
Following discussions between the premises licence holder and Greater Manchester Police, the Panel considered representations made by the premises licence holder in relation to the interim steps on 17th November 2025 and agreed to lift the suspension of the premises licence but imposed a number of conditions on the premises licence relating to the designated premises supervisor and door supervision staff as detailed in the report.
The Panel considered the review of the premises licence for the Church Inn and heard representations on behalf of the premises licence holder and Greater Manchester Police. The Panel noted that both parties had agreed the wording of suggested new conditions to add to the premises licence. The Panel also noted that the premises licence holder indicated that they may wish to review the proposed condition relating to door supervisors in the future if and when the premises becomes more of an eatery.
RESOLVED: That having regard to the four licensing objectives and in particular the prevention of crime and disorder, the Panel agree that it is appropriate to amend the conditions attached to the premises licence for the Church Inn, 477 Oldham Road Failsworth by
1. Removing the current condition relating to CCTV in Annex 2 of the premises licence and replacing it with the following condition: CCTV a) A tamper-proof digital colour CCTV system must be installed and maintained at the premises to the satisfaction of Greater Manchester Police. b)The system must run and record continuously for 24 hours a day, 7 days per week and recorded footage must be stored for a minimum of 28 days, c) The system must provide a clear head and shoulders view to an evidential quality on every entry/exit route and within any other vulnerable areas as identified by a responsible authority, d) Recorded footage must be provided to a representative of any responsible authority on request. Such footage must be provided in an immediately viewable format and must include any software etc. which is required to view the footage. Any discs, portable drives or other storage media onto which footage is transferred must be provided by the premises and sufficient stock of such storage media must be always kept on the premises, e) The Designated Premises Supervisor or personal licence holder who are trained to operate the system and supply footage must be always present at the premises when licensable activities are taking place, f) The Designated Premises Supervisor must ensure that the CCTV system is checked at least once every week by a suitably trained ... view the full minutes text for item 7. |
