RESOLVED: that Councillor S Hussain be appointed as Chair for the meeting.

To consider a request for an expedited review of a licence from Greater Manchester Police.

Pursuant to Section 53A of the Licensing Act 2003, a report was submitted to ask the Panel to consider an application made by Greater Manchester Police for a summary review of the premises licence in respect of Anglers Arms, 95 Wrigley Head, Failsworth, M35 9BH and, considering the application made by Greater Manchester Police and any further information made available to Members, whether the imposition of interim steps was necessary.

The Greater Manchester Police application followed incidents of fighting outside the premises on 6 April 2025 which resulted in 3 section 18 assaults and 1 offence of possession with intent to supply class A drugs.

The Panel considered the representations made by the Police and also written representations made by the premises licence holder.

RESOLVED: Having regard to the 4 licensing objectives, in particular the prevention of crime and disorder, the Panel is satisfied that it is necessary to take the following interim steps –to remove the designated premises supervisor and to suspend the premises licence until a replacement designated premises supervisor is appointed for the premises.
