Church Inn, 477 Oldham Road, Failsworth, M35 0AA Pursuant to Section 53A of the Licensing Act 2003, the purpose of this report is to ask Members to consider a ‘Summary Review’ of the premises licence in respect of Church Inn, 477 Oldham Road, Failsworth, following an application made by Greater Manchester Police and whether interim steps against the licence are necessary.

Minutes: Pursuant to Section 53A of the Licensing Act 2003, a report was submitted to ask the Panel to consider an application made by Greater Manchester Police for a summary review of the premises licence in respect of Church Inn, 477 Oldham Road, Failsworth, M35 0AA and, considering the application made by Greater Manchester Police and any further information made available to Members, whether the imposition of interim steps in respect of the licence was necessary.
The Greater Manchester Police application followed an incident of serious disorder at the premises on 1st November 2025 which resulted in the serious injury of a police officer. The application also outlined a series of earlier incidents which had occurred at the premises.
The Panel considered the representations made by the Police and by the premises licence holder.
RESOLVED: Having considered the report and representations made at the meeting and having regard to the 4 licensing objectives, in particular the prevention of crime and disorder, the Panel is satisfied that it is necessary to take the following interim steps before the review of the premises licence –to suspend the premises licence.
