Woodhouses Cricket Club

Minutes:

Consideration was given to a report of the Principal Licensing Officer which asked the Panel to review the premises licence in respect of Woodhouses Cricket Club, Medlock Road, Failsworth following an application for review of those premises made by Oldham Council Licensing Section on 16 September 2025.

 

A copy of the application was attached at Appendix 12.1 and  representations in support of the review were attached at Appendix 12.4 and representations against the review were attached at Appendix 12.5 of the report.

 

The review was lodged on the following grounds:

Prevention of crime and disorder

Public safety

Prevention of public nuisance

Protection of children from harm

 

The application was submitted by the Council’s Licensing Section as a result of the Club breaching their licence conditions by holding a music event on 24th August 2025 without the required 28 days notice to the police and licensing authority or proper notice to residents.

 

As a result of the review, representations supporting the review were submitted by persons who kept horses at stables adjacent to the premises who were concerned about the effect of the annual bonfire event held at the premises on their horses.

 

Representations were also received supporting the Cricket Club.

 

At the hearing, the Panel heard from representatives of the Cricket Club and representatives of the horse owners.

 

RESOLVED that:

1.    It is clear that the Club had failed to comply with the current licence requirement to give 28 days notice of outdoor events but the Panel accept that this was due to a misunderstanding rather than a deliberate decision to ignore the licence conditions.

2.    The Panel noted that the club had complied with the licence conditions in respect of the annual bonfire event this year which had resulted in discussions with the Council’s Animal Welfare Section and the relocation of the fireworks further away from the stables.

3.    Having considered the four licensing objectives, the Panel does not consider that it is appropriate to amend the conditions attached to the premises licence at the present time. Now that the condition to give advance notice is being complied with, there will be scope for discussions to be held by the Club with the neighbouring stables and the Council’s Animal Welfare Section to address the impact of fireworks on the horses in the stables at future bonfire events.


However, if there continue to be concerns about the annual bonfire event, any person may apply for a review of the premises licence in future.
