It was MOVED by Councillor Nasheen and SECONDED by Councillor Davis that the application be APPROVED

On being put to the vote 11 VOTES were cast IN FAVOUR OF APPROVAL and 4 VOTES were cast AGAINST with 0 ABSTENTIONS.

DECISION: That the application be GRANTED subject to the conditions as outlined in the report and the following additional condition: Notwithstanding the plans hereby approved the development shall not be brought into use unless and until the access and car parking spaces have been provided in accordance with a detailed scheme which shall first have been submitted to and approved in writing by the Local Planning Authority. Thereafter, the parking spaces provided shall not be used for any purpose other than the parking and manoeuvring of vehicles. Reason - To ensure that adequate off-street parking facilities are provided for the development so that parking does not take place on the highway to the detriment of highway safety in accordance with the requirements of Development Management Policy 9 within the Oldham Local Plan
