Members of the Governance, Strategy and Resources Scrutiny Board scrutinised a report of the Executive Director of Place/Deputy Chief Executive, the purpose of which was to seek approval to publicly consult on the draft Local Development Order associated with the Oldham District Heat Network.
The report presented two Options.
Option A (preferred Option) – to consult on a draft LDO for infrastructure works related to the Oldham District Heat Network. This Option would allow for a more efficient process related to satisfying the Planning requirement associated with create such infrastructure.
Option B – to not consult on a draft LDO for infrastructure works related to the Oldham District Heat Network. Under this option, the Council and their partners would need to apply for planning permission each time a section of the infrastructure needed to be brought forward. It would not be practical to have one, large planning permission for the whole network, as detailed design and planning for each section would come forward piece by piece. Therefore, there is the risk that the overall delivery of the network could be complicated or delayed by the requirement to submit a planning application for each set of works.
Resolved:
That the Governance, Strategy and Resources Scrutiny Board, endorses the recommendations detailed in the submitted report of the Executive Director of Place/Deputy Chief Executive, to approve the draft Local Development Order and Statement of Reason for public consultation and requests that the Group Leaders meeting concurs, thereby enabling the Chief Executive to formally approve the recommendations in the report.
