Approval is sought to appoint Rowan Ashworth
Limited, who submitted the most economically advantageous and
methodologically sound tender, to commence the reconstruction of
the Thurston Clough Culvert and associated structures located at
Thurston Clough Road in Delph
Option 1 is to reconstruct the existing
dangerously dilapidated structure known as BR430 Thurston Clough
Culvert and associated structures. This option delivers a permanent
solution and will allow the adopted public highway above the
structure to be reopened on completion using the least amount of
capital expenditure.
Option 2 is to retain the existing vehicular road closure of
Thurston Clough Road and monitor the structure(s) for further signs
of movement. This option exposes the Council to the risk of
catastrophic collapse of the structure(s) and could result in loss
of life, damage to the adjacent residential private property and
destruction of several underground services that are present above
the existing culvert structure. This scenario would inevitably
result in additional costs to the Council and may also result in
the extent of the permanent works being increased which would,
therefore, escalate the costs of said permanent works.
