Purpose:

The report seeks the approval for the acceptance of the grant funding from Viridor Credits Environmental Company to undertake the work specified in the report.

Decision:

RESOLVED - That: To accept the funding from Viridor Credits Environmental Company.

Option 1 - To proceed with tender and award to Freestyle Skateparks Ltd. Option 2 - To accept the funding from Viridor. Option 3 - Alternatives; to decline all the tenders and return funding to Viridor (funding body)

There have been 3 targeted consultation events since 2012 with the user group involved that have been instrumental in championing the project since interest was first generated over 3 years ago. In addition, three events were held on consecutive days in August 2013 where local young people were invited to talk to the tendering companies directly. The user group is made up of local young people who regularly use the skate park and coordinated by Youth Development Officers from Chadderton District Team. Fullcircle NW CIC has also been involved from an early stage, as have local councillors and other staff from Chadderton District and Environmental Services. At each stage information has been shared between the stakeholders and the next steps agreed, drawing on the relevant people to contribute when necessary. The responses to the design proposals from the 3 tendered companies were discussed with representatives from each of the stakeholder groups immediately after the presentations and in a review meeting on 6th January 2014 where the evaluation process was explained. Part of the evaluation was scored on the response and views of the stakeholders during the consultations. The council’s decision to award to Freestyle Skateparks Ltd. was supported by the group.
