Gallery Oldham is an important asset in
Oldham. It is widely accessed by residents, including children,
young people and families and serves as an important educational
site. Maintaining it is crucial not only for the residents of
Oldham but to also boost footfall into Oldham.
Requirement to undertake necessary electrical alterations to remove
risks to the service, visitors and collections that are currently
posed by end-of-life equipment and prevent critical incidents,
ensuring this valuable community space remains available for
use.
This report seeks approval for the acceptance of the most
economically advantageous tender submission in relation to the
upgrade of the electrical services at Gallery Oldham, 35 Greaves
Street, Oldham, OL1 1AL and for approval to enter into a contract
for the advertised services.
RESOLVED - That:
1. Accept the most economically advantageous tender received in
respect of the electrical services upgrade at Gallery Oldham.
2. Approve the appointment of Corlett Electrical Engineering Co
(1981) Ltd and authorise the Council to enter into a Contract with
Corlett Electrical Engineering Co (1981) Ltd for the upgrade of
electrical services at Gallery Oldham using the grant funding of
£287,375 awarded to the Council from the Arts Council England
Museum Estates and Development Fund and £111,452.24 from the
Corporate Landlord Capital Funding.
Approve the Borough Solicitor or their nominee to finalise the form
of advertised contract, to attach the Council’s seal to the
Contract and to carry out all other necessary legal
formalities.
Option 1 - accept the tender submitted by
Corlett Electrical Engineering Co (1981) Ltd along with their
appointment under the published form of contract. This will enable
the upgrade of the electrical services at Gallery Oldham.
Option 2 - do nothing / defer the works. This is not considered a
viable option as Gallery Oldham is a valuable resource. The
Building Services Infrastructure is deemed ‘end of
life’ and if not replaced will eventually lead to critical
failure resulting in the need to close the asset. The lack of
planned maintenance will increase the need for reactive
(responsive) maintenance, result being a significant impact on the
associated R&M budget.
This option will require the Council to forfeit the Arts Council
grant funding.

Option 2 - do nothing / defer the works. This
is not considered a viable option as Gallery Oldham is a valuable

of life’ and if not replaced will eventually lead to critical
failure resulting in the need to close the asset. The lack of
