Purpose:

The award of a PCSA (Pre-Construction Services Agreement) to the successful contractor following a mini competition tendering process under the North-West Construction Hub (NWCH) Framework Agreement for the proposed refurbishment works at Oldham Coliseum to facilitate public attending performances autumn 2025.

Decision:

RESOLVED - That:
Using Cabinet Delegated Authority – award and enter into a PCSA contract with Tilbury Douglas Construction Ltd to the value of £485,583 plus VAT to commence pre-construction design stages relating to the refurbishment of Oldham Coliseum with Council officers and key stakeholders to enable final contract proposals, design and contract sum to be produced on the scheme.

Reasons for the decision:

Option 1 - Award contract to Tilbury Douglas
Option 2 - Do not award and enter into a PCSA with Tilbury Douglas Construction Ltd following their tender submission via a mini competition under the medium value NWCH framework.
Option 3 - Do not promptly approve expenditure for necessary enabling works and front-end procurement activities.
Option 4 -Undertake full design process prior to seeking appointment of Contractor.
