This report seeks delegated approval for the appointment of a consultant to undertake structural assessments of highway structures throughout Oldham

Decision:

RESOLVED - That:
Delegated approval for the Oldham Council Structural Assessments is accepted and to Award the Contract to WSP UK Ltd via a mini competition on TfGM TPS 2021 Sub-Lot 7M: Structural and Civil Engineering

Reasons for the decision:

Option 1 - Delegated approval for the Oldham Council Structural Assessments is accepted and to Award the Contract to WSP UK Ltd via a mini competition on TfGM TPS 2021 Sub-Lot 7M: Structural and Civil Engineering
Option 2 - Award the Contract once the Cabinet Report for the LTP Transport Capital Programme 2024-2025 is approved and the full budget is available. This will delay the project by several months and may result in the current tendered offer no longer being available and the council having to go through the tender process again, causing delays and possibly incurring additional costs.
Option 3 - Award the Contract to another consultant via an alternative framework or an Open Tender once the full budget is available – this option would lead to further delays and likely increased costs
