Arrangements are being made for the
introduction of a pedestrian island on Cardigan Street, Royton, to
assist the elderly residents of Runnymede Court to cross the road
in two stages. To ensure there is intervisibility between motorists
and pedestrians at the facility, it is proposed to remove a length
of permitted parking from Cardigan Street, to the north west of the
Byron Street junction, and replace it with double yellow
lines.
The length of Cardigan Street between Byron Street and the entrance
to Runnymede Court, where the island is to be positioned, is
already protected by double yellow lines, but at times, it is used
for parking by disabled motorists and loading activities at the
health centre. It is therefore proposed to protect the crossing
area on each approach with a loading prohibition and create a
loading facility for the health centre to allow delivery vehicles
to park in an appropriate location.
RESOLVED - That:
The preferred Option is to introduce the Traffic Regulation Orders
along Cardigan Street in accordance with the schedules at the end
of this report

the Purposes section. Option 1 - introduce the measures describe to
assist pedestrian safety when the island is introduced
Option 2 - don’t introduce the traffic orders and risk both
the visibility and access to the crossing area being obstructed by
parked vehicles
