Purpose:

To place a Work Order and enter into a Call-Off Contract with Bloom Procurement Services under the NEPRO Framework Agreement for the development of an Innovation Road map document.

The document will run up to 2030 and span research, innovation, and enterprise, with the goal of informing a translation, commercialisation and innovation strategy.

Decision:

RESOLVED - That:
To facilitate an Innovation Strategy through a call-off contract with Bloom Procurement Services Limited under the NEPRO Framework Agreement and a sub-contract to Optimat Limited

Reasons for the decision:

As set out in the Purposes section. Option 1 - Not to commission an Innovation Strategy. However, this option would not accelerate the Council’s and GM’s ambition to facilitate innovation, and enterprise, with the goal of informing a translation, commercialisation and innovation strategy.
Option 2 - (RECOMMENDATION) To facilitate an Innovation Strategy through a call-off contract with Bloom Procurement Services Limited under the NEPRO? Framework Agreement and a sub-contract to Optimat Limited following a competitive mini competition exercise.
