Purpose:

This report seeks delegated approval of the appointment of a design consultant to undertake design services associated with the Manchester Street Viaduct refurbishment scheme.

RESOLVED - That:
The supplier shall be procured via the Crown Commercial Services (CCS) Construction Professional Services Framework Lot 1: Built Environment

Reasons for the decision:

Option 1 - Delegated approval for the Manchester Street Viaduct Design Services is accepted and the Contract is awarded to AECOM, one of the suppliers on the Crown Commercial Services (CCS) Construction Professional Services Framework Lot 1, for the value of £531,500.00. The supplier shall be procured via the Crown Commercial Services (CCS) Construction Professional Services Framework Lot 1: Built Environment.
Option 2 - Award the Contract via a mini competition to an alternative consultant. This is a lengthy process and not in accordance with the TPS 2021 Framework User Guide

Report to Cabinet titled Grant Acceptance: City Region Sustainable Transport Settlement (CRSTS) – Manchester Street Viaduct Refurbishment dated 27 February 2023. The recommendations, which were accepted, included acceptance of the grant offer from the CRSTS for the scheme, all procurement activity and tender award decisions relating to the necessary external support required to the scheme (examples listed in the report) be delegated to the Director of Environment and use part of this resource to appoint temporary agency support within the Highways Team to progress the scheme
