Purpose:

Oldham Council has successfully secured grant in aid (GiA) of £13,000 from the Environment Agency for a Flood and coastal erosion risk management (FCERM) project to undertake quick-win remedial works on the Town Centre Police Station to rectify ground water penetration to the building following demolition of the adjacent Magistrates Court building.

Decision:

RESOLVED - That: Accept grant funding of £13,000 from the Environment Agency, approve a Council contribution of £529.94 and approve the modification of a call-off contract under the Accessible Oldham Strategic Partnering Agreement for the Growth Deal 3 Programme of Works to enable Rowan Ashworth to complete the works as soon as possible to limit any potential damage to Police evidence room, items or premise.

Reasons for the decision:

Option 1 - Accept grant funding of £13,000 from the Environment Agency, approve a Council contribution of £529.94 and approve the modification of a call-off contract under the Accessible Oldham Strategic Partnering Agreement for the Growth Deal 3 Programme of Works to enable Rowan Ashworth to complete works as soon as possible to limit any potential damage to the Police evidence room, items or premise.
Option 2 - Reject grant funding from Environment Agency and approve Council of £13,529.94 funding for the required works and approve the modification of a call-off contract under the Accessible Oldham Strategic Partnering Agreement for the Growth Deal 3 Programme of Works to enable Rowan Ashworth to complete the works as soon as possible to limit any potential damage to Police evidence room or items.
Option 3 - Undertake a procurement process for the works – thereby losing ability to accept quick-win Environment Agency funding, and approve Council funding of £13,529.94 for the required works, with the works to be undertaken upon completion of the tender process and the
appointment of the successful bidder.
