Purpose:

On 25th July Cabinet gave approval to split workstreams for the Spindles Redevelopment into Project 1 (demolition of TJ Hughes, construction of a new market and events space and works to the roof) and Project 2 (redevelopment of internal retail units to create workspace).

As per the site investigation, a potential mineshaft was uncovered beneath the former TJ Hughes building. This mineshaft will need to be treated upon completion of the demolition of TJ Hughes, this will be in the form of grouting or capping.

In order to maintain programme it is recommended that this treatment to the mineshaft is instructed under the Enabling Works contract, this will allow works to commence on the new build as soon as the Main Works contract is executed, rather than having additional lead in times and impacting on programme.

Decision:

RESOLVED - That:
Option 1 is recommended to allow the programme to progress in line with current agreed programme dates.

Reasons for the decision:

Option 1 – progress as set out within this report and uplift the value of EW1 and progress the treatment to the mineshaft under the Enabling Works 1 contract.
Option 2 – Place the works on hold until Main Works contracts are in place for the Market, Events and Archive
